Job Description:

This position serves as a Management and Program Analyst for the Office of Airports (ARP), Dever Airports District Office (DEN-ADO). Incumbent provides administrative and analytical work that directly supports the ARP mission and operational objectives. The work contributes to the improvement of productivity, effectiveness, and efficiency in program operations and administrative support activities within the organization.

Duties

FV-F Duties:

Performs basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Applies basic knowledge of routine procedures and techniques involved in carrying out the work of the organization and applies these procedures and practices within the framework of established guidelines to accomplish assignments. Typical assignments may include, gathering general data/information from various sources, conducting limited research, applying standardized policies and procedures, and working with higher level professionals to perform day-to-day operations. Utilizes automated program analysis systems, tools and software programs to support planning, controlling and analysis of projects and programs.

Under close supervision of a manager, provides program support to the Airport Improvement Program (AIP). Typical duties may include but are not limited to the following: Tracks Airport Improvement Program (AIP) programming actions and reservation of funds in SOAR in accordance with business rules. Ensures programming actions comply with established deadlines. Tracks distribution of grant documentation and ensures grant files are maintained in accordance with established policy and procedures in support of an annual clean audit. At management&39;s request, takes corrective action as identified by internal/external audits. Monitors and reports expenditure rates and expiring or excess AIP grant funds. to the management team. Tracks grant closeout packages. Ensures funding amounts, projects amount and fund types are properly adjusted and are in accordance with policy and procedures. Tracks grant close-out actions in SOAR and provides closeout documentation to Accounting (AFN/AMK) to ensure grants are closed in SOAR and Delphi. Provides AIP funding information on airport projects related to PFC application to program managers.

Under close supervision of a manager, supports the general administrative functions of the office. Typical duties may include, but are not limited to the following: Supports or serves as the Property Delegate responsible for maintaining accountable property records in the property management system. Supports or assists in the performance of annual inventory; and processes actions for approval by the Property Custodian. Tracks and prepares controlled correspondence including briefing papers, Congressional inquiries, and Freedom of Information Act requests. Follows established organizational controls, monitors deadlines and follows-up with staff, as directed. Provides related reports of pending actions to a Manager or a more senior level employee. Prepares appropriate documentation in support of procurement requests for office supplies, materials, services and government leased vehicles, as requested. Monitors requests from initiation to completion. Works with a manager to coordinate equipment and contractual services procurements. Assists management with distribution of calls for training. Tracks staff completion of mandatory training. Enrolls employees in training courses. In coordination with management, ensures employees meet annual training requirements. Tracks and provides updates to management team on travel estimates/expenditures for budgetary purposes. Validates accounting codes prior to Manager approval.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information regarding established agency policies and procedures.

Established policies/procedures provide detailed guidance and direction for almost all assignments, with little or no room for discretion. Refers problems/work issues to manager, project/program manager, team leader, or more experienced professional where guidelines are not available.

FV-G/FV-H Duties:

The incumbent performs duties and responsibilities described above with less frequent supervision and oversight.

Qualifications

To qualify for this position at the FV-F (FG/GS 5-9) level; you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to apply policy, procedures and regulations pertaining to administrative and related management matters, conducting, tracking and analyzing data and information, and collaborating in a team environment, with at least one year equivalent to the FV-E or FG/GS-5 level in the federal government.

General experience could have been gained in administrative, professional, technical, investigative or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position. Experience of general nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

To qualify for this position at the FV-G (FG/GS 10/11) level; you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F, FG/GS-5-9 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Examples of specialized experience include:

  • Experience utilizing various automated databases, software programs and tools (i.e. Microsoft Word, Excel, PowerPoint, etc.) to gather and extract data from multiple sources and/or provide administrative and program support to an organization of professional/technical staff.
  • Experience performing administrative functions, such as procurement of supplies/services, time and attendance, budget, and travel.
  • Experience with project and/or grant management.

To qualify for this position at the FV-H (FG/GS 12) level; you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10-11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Examples of specialized experience include:

  • Experience utilizing various automated databases, software programs and tools (i.e. Microsoft Word, Excel, PowerPoint, etc.) to gather and extract data from multiple sources, and provide administrative and program support to an organization of professional/ technical managers and staff.
  • Experience performing administrative functions, such as procurement of supplies/services, time and attendance, budget, travel, etc.
  • Experience with project and/or grant management.
  • Experience reviewing and evaluating program activities for process improvements
Education

EDUCATION SUBSTITUTION:

For the F Band: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university or, a combination education and experience may be qualifying for this position. Refer to OPM's Operating Manual Qualification Standards at, http://www.opm.gov/qualifications/standards/group-stds/Gs-admin.asp for more information.

For the G Band: Three full years of progressively higher level graduate education or Ph.D or equivalent doctoral degree in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

For the H Band: There is no substitution of education for experience at the H Band.
