Incumbent provides engineering support to the Technology and Operations Division (AEE-200) in the Office of Environment and Energy (AEE).
Duties
Performs multiple, varying, and complex assignments and plans the implementation of projects/programs under limited direction of a manager, project/program manager, or more experienced engineer. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.
Applies aeronautical or mechanical engineering technical skills, using a multidisciplinary approach, to identify and address aircraft technology gaps and ensure CLEEN technical objectives are met on schedule and within cost. Reviews and evaluates complex engineering studies to assess if aircraft technologies and alternative fuels technologies being developed will meet overall goals of the CLEEN program. Provides technical guidance and support for aircraft system integration, technology maturation, test and evaluation. Defines, plans, and organizes assigned resources to accomplish organizational objectives.
Assists the CLEEN Program Manager/Deputy Program Manager in coordinating technical and programmatic activities among government, industry and academia to facilitate aircraft research, development and technology transition to commercial products. Participates regularly in technical meetings and program reviews of all stakeholder and support organizations.
Applies experience and advanced knowledge of engineering principles, theories, and concepts applicable to plan and accomplish assignments. The duties of this position will include the following: Provides project management of research activities being conducted within the Center of Excellence for Alternative Jet Fuels and Environment Center of Excellence (ASCENT - Aviation Sustainability Center), and Continuous Lower Energy, Emissions and Noise (CLEEN) Program and associated projects on aircraft and engine technologies. Works with staff across AEE to organize and execute research meetings relating to ASCENT research on technology and innovation.
Assists in the development and management of CLEEN technology efforts to reduce jet aircraft noise, emissions, and/or fuel burn. This includes preparing solicitations for new efforts, evaluating proposals, managing technical and programmatic aspects of existing contracts, tracking and receiving contract deliverables, interacting with contract technical leads, and developing additional CLEEN Program initiatives.
Writes progress reports; updates web content; prepare presentations and correspondence to a variety of audiences, including technical forums, high level boards, advisory committees, and senior executive government leaders. Also assists the CLEEN Program Manager/ Deputy Program Manager in preparing CLEEN budget and programmatic documentation and justifying and advocating CLEEN budget allocations.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes.
Contacts are internal and external. Organizes and executes the CLEEN Consortium meeting every six months to review progress of participating CLEEN companies and facilitate collaboration among industry and government stakeholders. This includes developing agendas, handling meeting logistics, coordinating registration and preparing reports of the meeting.
Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.
Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB&39;s/SO&39;s. In some areas, the work may affect the safety and security of customers.
