Program Manager (Level 2)

Why This is an Exciting Role:

Boeing Intelligence & Analytics is seeking a highly qualified Program Manager to lead a transformative initiative in Analytic and Engagement Applications. This role involves overseeing the development and maintenance of integrated, feature-rich visualization and presentation tools, significantly impacting intelligence analysis and decision-making processes across the Maryland Procurement Office customer, Intelligence Community, and international partners.

The Program Manager will be at the forefront of cutting-edge software development, employing agile methodologies and coordinating a diverse team to deliver scalable, efficient solutions. This position involves managing complex requirements across a broad spectrum of visualization and presentation systems, requiring the integration of various government and commercial software. The role demands strategic leadership in aligning operational requirements, ensuring high-quality deliverables, and maintaining robust security standards.

This is a unique opportunity to shape a critical aspect of intelligence operations, contribute to national security, and work on a dynamic, high-stakes program with far-reaching implications. The successful candidate will have a significant impact on the programs direction, ensuring the effective collaboration and integration of capabilities within a highly classified environment. Daily responsibilities include:

  • Oversee the overall program team in successfully executing the contract.
  • Serve as the primary point of contact to USG on all program level matters.
  • Direct project planning, systems engineering development and implementation according to cost, schedule, and scope requirements.
  • Participate in project initiation activities, including plan and budget preparation.
  • Leads program execution and is fully responsible for the profit and loss of the program.
  • Manage cross-functional teams responsible for delivering high-quality program outputs on time and within budget.
  • Ensure appropriate management, customer, and supplier involvement throughout the life of the program.
  • Manage staffing and program-wide resources across projects while maintaining/tracking contract deliverables, schedule, and budget.
  • Responsible for cost management, schedules, proposals and other related high-level administrative or technical operations/activities.
  • Executes and implements Program Management Best Practices to include all associated policies and processes.

Experience and Qualifications:

To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:  

Required Education and Years of Experience: 

  • Active TS/SCI clearance with polygraph.
  • Ten (10) years of experience as a program or project manager in managing programs and contracts, valued at $20M+, with similar scope, type, and complexity is required.
  • A PMP certification, FAC-P/PM Entry Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management.

Required Qualifications: ​

  • Ten (10) years of experience in resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • At least five (5) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
  • Experience executing the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
  • Five (5) years of experience managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
  • Five (5) years of experience allocating resources (staffing, facilities, and budgets) within contractual limits, ensuring the timely recruitment and training of program staff – both direct and indirect
  • Experience managing cross-discipline integration within the contract to meet Government needs
  • Experience participating with Integrated Product Teams to design new capabilities based upon evaluation of all necessary development and operational considerations
  • Experience reviewing and propose the Integrated Program Baseline (or resource loaded schedule) to the Government
  • Experience reviewing risk and risk mitigation activities and allocate budgets for the same
  • Five (5) years preparing presentations and program briefs (e.g. program status reviews and other formal reviews) to be presented to the Company Executives and Government Leadership Teams
  • Willingness and ability to support broader BI&A objectives to include engagement on proposals, and assignments to both Prime and Subcontract programs

Desired Qualifications: ​

  • Bachelors degree in a STEM related field.
  • An understanding of the Agile Software Development Processes
  • Experience with Cost Plus contracts
  • Experience supporting complex technical intelligence operations
  • Experience managing development and integration contracts
  • Excellent written and verbal communication skills are required with the ability to present complex technology into layman terms.
  • Ability to work in a dynamic environment and non-standard hours when needed.

Summary Pay Range:

Please note that the information shown below is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.

$150,000 - $210,000
