Job Summary
The Program Manager leads a specified DI Team G4 Global Support Task Order (TO) under the U.S. Army Intelligence and Security Command (INSCOM) Global Intelligence Services (GIS) IDIQ contract venue.

Job Duties and Responsibilities
  • Leads TO support services program, including the supervision of a TO staff and all assigned personnel.
  • Manages planning and execution for all TO tasks, requirements, deliverables, and support activities.
  • Coordinates with the Senior Program Manager and Government COR on contract requirements and concerns.
  • Manages subcontracts and subcontractors.
  • Optimizes operating results in terms of cost, methods, and resources.
  • Oversees program schedules.
  • Ensures the performance, completeness, accuracy, and reporting of work assigned under the contract to achieve the performance objectives.
  • Ensures tasks/deliverables performed in accordance with IDIQ contract, task order, and quality assurance standards.
Reporting Relationships
Title of Direct Report(s): Lead Project Manager; Lead Site Stationing Manager; Other Managers and Lead Personnel as required.

Title of Supervisor: Senior Program Manager.
Job Requirements:
Knowledge & Skills
  • Knowledge of and experience in principal requirements of assigned TO: Program Support; Systems Support; and Engineering Support.
  • Superior understanding of Department of Defense (DoD) Planning, Programming, and Budgeting System.
  • Proven ability in fiscal and business management.
  • Knowledge of, and experience in, planning and executing Quick Reaction Capability (QRC) system development, deployment, and sustainment.
  • Experience with Military construction planning and programming.
  • Experience with Army space management regulations governing personnel space allocation and usage, military transformation, and organizational realignment planning and execution.
  • Demonstrated experience working with Intelligence, Surveillance, and Reconnaissance (ISR) Systems, QRC Requirements, configuration management, quality assurance, integrated logistics,engineering, materiel management and maintenance activities.
  • Excellent written and oral communication skills.
Education, Experience, and Specialized Requirements
  • Master’s degree in Business, Computer Science, Engineering, Physics, or Mathematics.
  • A minimum of 15 years’ successful managerial experience on US Army programs and projects that provided worldwide maintenance, integration, installation, engineering and logistics support of complex systems.
  • US citizenship.
  • TS security clearance with SSBI with eligibility for SCI indoctrination (DCID 6/4), unless specifically waived by the KO/COR.
Physical Requirements/Working Environment
  • Long hours possible (extended work-days and work-weeks).
  • Exposure to weather extremes and hazardous conditions possible (OCONUS).
  • Accommodations and working conditions during OCONUS travel may be remote and/or austere.
  • Falls Church, VA, and other CONUS assignments offer standard U.S. office work environments.
Must be able to deploy OCONUS, including into remote, austere, and/or hostile environments for short or long periods of time.• Must be able to travel at least 50% of work period (CONUS/OCONUS).
