Requirements Management Responsibilities:

The Contractor shall proactively communicate and collaborate with customers to analyze information needs and functional requirements, and deliver artifacts such as Requirements Documents as the project expert regarding requirements elicitation; requirements analysis and management; documenting requirements for iterative development; and the communication of business needs. The contractor shall maintain an expert-level understanding of the current state of Force Development Learning Services and continuously ensure requirements and capability initiatives are in line with the vision of where the Force Development Command wants to be (As is/to be). Develops this understanding to serve as a basis for the later identification of business needs and to define solutions that meet Force Development requirements, goals, and/or objectives.

Subject Matter Expertise (SME) 

The Contractor shall apply Air Force learning, education, and training expertise, and coordinate and analyze mission requirements for services and data that are aligned with customers from across the enterprise and the FD Gateway or Steering Committee. The contractor ensures functional and performance requirements are gathered and documented on AETC/A3G-managed systems. Conducts requirements analysis and converts mission requirements into functional capabilities. The Contractor requests an initial cost-share estimate from the Government Cost Analyst. The Contractor shall provide guidance to AETC/A3GR, using a government-approved format, on bundling and recommending service packages to satisfy mission requirements. The Contractor shall monitor customer surveys (e.g., Meetps sessions), and measures, and report mission partner satisfaction in regard to Learning Services to AETC/A3GR. The Contractor shall recommend to AETC/A3GR 1 actions to maintain and improve customer satisfaction with Learning Services. The Contractor shall ensure complaints and compliments are recorded in the appropriate AETC/A3G managed system, are researched by government SME, and are reported to AETC/A3GR using a government-approved format. The Contractor shall close complaint action items when completed IAW AETC/A3G business workflow processes.

Business Relations Management 

The Contractor shall, in coordination with AETC/A3GR approval, assist mission partners and customers in assessing their Learning Services needs and provide information and recommendations for resolving problems and satisfying their requirements. Facilitate ongoing communication within the AETC/A3G Learning Services Operations Division and mission partners. Anticipate mission partner needs through a greater understanding of their goals and use of provided Learning Services capabilities. Ensure that all timelines established by the Service Level Agreements (SLAs) are met or exceeded in a timely matter.

Budget and Resource Management The Contractor shall assist the Government by monitoring Learning Services project activities to ensure adherence to system quality and programming standards assure financials are tracked, completion dates are met, and desired results are achieved at the guidance of the Government Requirements Manager. Assist with monitoring of functional area budgets to ensure efficient utilization of resources. Provide weekly updates at staff meetings to the AETC/A3GR Requirements Branch Chief on Learning Services plans and project performance on Learning Services projects and other related matters for use in budgeting and resource allocation.

Job Requirements:

Bachelor’s degree with a minimum of eight (8) years of direct acquisition management experience in industry or Department of Defense (DoD), preferably having at least three years in information management support services. A higher educational degree may be considered as a substitution for some years of experience or additional years of experience over the minimum may be considered a substitution for the level of degree requirements. Experience with DoD requirements management or Project Management Professional (PMP) certification is highly desired.

Salary Range: 85,000.00-95,000.00
