Boeing Commercial Airplanes (BCA) is seeking a Senior Quality Manager (Level L) to support the Regulatory and Quality System Oversight (RQSO) Team in Tukwila, WA.

The successful candidate will lead SMS efforts (Safety Risk Management (SRM) and Safety Assurance (SA)) as a core function in support of BCA Quality, and in partnership with Programs and Business Units, Engineering Safety, Ethics, Corporate Investigations, and Law, in compliance with the Enterprise SMS Manual and related Safety Management Plans associated with CFR Part 5, Part 21, and Part 145, onePPPM writings, and related command media.

The successful candidate will further the integration and inculcation of SMS with PC700 QMS and Repair Station Manual (RSM) and will develop and maintain relationships and partnerships with external FAA regulatory offices, PC700 Administration, Repair Station Administration, SMS stakeholders, the FAA, customers, peers, partners, industry, and direct reports.

The work will be highly collaborative and provides support to and engagement in Speak Up Event Review Committee (ERC), supported by agreements between Boeing, Labor Union(s), and the FAA. Desired skill set includes flexibility, curiosity, proactive engagement with SMS and Just Culture learning curriculum, communicating, and influence outcomes from executive-level to working-level, and handling of sensitive, confidential, and proprietary information.

Position Responsibilities

  • Develop organizational and technical strategies for SMS and QMS integration, and risk management.
  • Collaborate, lead and manage employees performing activities across quality management system skill sets and locations affecting FAA Type and Production Certification, supply chain, final assembly, flight test, airplane certification and delivery operations, post-delivery modifications, AOG support, spares.
  • Engagement and integration with Business Operations, Programs and Business Unit focals, the ODA Unit, and the FAA for process changes and updates affecting compliance, conformance, and airworthiness.
  • Integration with Engineering Safety, Ethics, HR, and Law office regarding the SMS Manual and related processes, systems, and tools related to Safety Risk Management, Safety Assurance, and Speak Up reporting.
  • Seeks and provides education, coaching, and networking on SMS and interaction with SMS boards.
  • Acquires and manages resources and leads process improvements.
  • Leads, develops and inspires motivates employees and first level managers, both direct and dotted line.
  • Provides support to RQSO and BCA Quality leadership in support of SMS, QMS and project activities.
  • Business and local travel is expected to support the role and business needs.

This position is expected to be 100 onsite. The selected candidate will be required to work onsite.

The position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience)

  • Bachelors degree or higher  
  • 10+ years’ experience with aircraft production or maintenance
  • 10+ years’ experience working with collective bargaining agreements and/or a union-represented workforce
  • 5+ years’ experience working with FAA certification offices
  • 5+ years’ experience creating and developing strategy plans and/or executing strategies and managing projects  
  • 3+ years’ experience working with Safety Management Systems
  • 1+ years’ experience in creating, defining, and documenting quality assurance processes and procedures including writing technical procedures in compliance with FAA Part 21, Part 145, AS9100, and customer requirements

Preferred Qualifications (Desired Skills/Experience)

  • Experience working and interfacing with FAA regulatory offices (e.g. FAA MIO, CMO, BASOO, AIR, AFS (as needed)
  • Experience with the BCA Quality Manual, QMS onePPPM processes and regulatory compliance matters related to BCA aircraft design approval, production approval, registration and airworthiness approvals, and maintenance (e.g. related to Title 14 CFR Parts 5, 21, 25, 39, 43, 45, 47, 91, 125, 145, 183, and related FAA Orders 2150.3, 8100.8, 8100.11, 8100.15, 8110.4, 8110.42, 8110.52, 8110.101, 8120.22, 8120.23, 8130.2, 8130.21, 8900.1, related FAA Advisory Circulars, Policy Memos, and Notifications of Proposed Rule Making (NPRM))
  • Experience with Boeing/FAA correspondence, including legal counsel exchanges, associated with PC700 QMS
  • Experience leading and solving sophisticated problems by working with cross-functional teams and use of BPSM
  • Experience presenting and facilitating meetings with senior business leaders
  • Experience in accessing internal and external websites and data sources (e.g. FAA.gov website for advisory and regulatory information, the Boeing RQSO website and BCA Quality Manual materials, OnePPPM, Fleet Health Explorer, ASATS, SRM Tool, AFRS, BCAB, CMES, Velocity, SAT, Smart Factory, MBF, and other web-based Tableau tools)

Pay is based upon candidate experience and qualifications, as well as market and business considerations.   Summary pay range: 143,650 – 194,350
