JOB DESCRIPTION
This position is for Contracting, Consulting, Engineering, LLC, located in the country of Colombia.  The purpose of this position is to serve as the Standardization Pilot/Instructor Pilot in support of the U.S Army Initial Entry Rotary Wing (IERW) pilot training program for Colombian military pilots.  The incumbent works under the direct supervision of the Program Manager and in direct coordination with the Maintenance Manager. The incumbent is based in Melgar, Colombia.  The incumbent works in close coordination with the Colombia Military (COLMIL) and the Tactical Aviation Field Team (TAFT) to ensure safe reliable aircraft are available to perform the mission. Ensures a high availability rate and the highest quality maintenance for all assigned aircraft. Supervises assigned personnel to ensure strict compliance with the applicable policies, procedures and regulations established by the Departamento de Aeronáutica Civil Colombiana (ACC), US Federal Aviation Administration (FAA), Original Equipment Manufacturer (OEM) and Military Standards.Provides leadership and technical assistance to the COLMIL in the planning and control of the flow of daily maintenance in support of IERW.  The incumbent provides leadership and guidance and assists with the supervision of CCE personnel and ensures compliance with CCE policies and guidelines.Provides periodic management reports and evaluation of assigned personnel.

DUTIES AND RESPONSIBILITIES

•	Represents the company in a professional manner.

•	Supervises and provides direction to assigned CCE personnel to ensure a quality program. 

•	Provides guidance and counsels subordinates; provides written quarterly feedback to subordinates on job performance; and, provides a written annual evaluation on subordinates‘ job performance to superiors.

•	Demonstrates a clear understanding of contract requirements and provides technical clarification to assigned personnel regarding the requirements.

•	Monitors work progress to assure compliance with the terms and conditions of the contract.

•	Analyzes information available in the form of accident reports, mission readiness reports (i.e., DA Form 1352), and develops plans, standard operating procedures and implementing instructions pertaining to flight operations.  

•	Ensures all safety procedures are being followed by CCE personnel in all areas to include environmental safety and health.

•	Ensures standard operating procedures for CCE personnel are established and followed.

•	Maintains constant liaison with the TAFT and Host Nation personnel.  This liaison consists of written (electronic and written memos) and verbal communications and coordination to ensure proper work flow.

o	Assists with the TAFT in coordination of training programs for the nationalization of the training program.  

o	Coordinates daily with the TAFT and COLMIL to assure compliance with applicable ACC, FAA, OEM and military technical bulletins, Airworthiness Directives (ADs), Service Bulletins (SBs) and Safety of Flight (SOF) Directives.

o	Coordinates daily with the TAFT and COLMIL to assure compliance with applicable operations directives.

o	Coordinates daily with the TAFT and COLMIL to assure compliance with established quality control practices and procedures.

o	Coordinates daily with the TAFT and COLMIL to encourage compliance with the established work order system. 

o	Coordinates daily with the TAFT and COLMIL to assure that standard operating procedures are established and followed.

o	Coordinates daily with the TAFT and COLMIL to assure that safety procedures are being followed by all personnel. 

o	Reports discrepancies (in writing) to TAFT and program management.

•	Coordinates with the TAFT and COLMIL daily in performance of duties as Standardization/Instructor Pilot to:

o	Establish and maintain a complete technical reference library of supported aircraft and systems.

Develop, coordinate, organize and oversee a comprehensive flight standardization program based on Host Nation Policies and Guides, and IAW U.S. Army TC 1-210, TC 1-211, and Helicopter School Battalion (HSB) Fort Rucker  standard training support packages (TSP&amp;lsquo;s) for the UH-1H/OH-58 and UH-1H/OH-58 NVG helicopter courses.   


o	 Perform academic and flight instruction and non-operational flights (not to include flights that are of risk to flight crews from hostile fire).  

o	Conduct flight evaluations as required. 

o	 Maintain currency and proficiency as an Instructor Pilot (in-country) in the OH-58, and provides on a weekly basis flight or ground instruction as required. 

o	Provides emergency procedure and instrument flight training in the simulator as required.

o	Establishes, monitors and participates in the implementation of an active no-notice pilot evaluation program to ensure pilot proficiency in all required tasks; to include: base and special mission tasks, instruments and high-altitude flying and performance planning.

o	Reviews and recommends necessary changes to formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Aviation Standardization Program.  

o	Recommends additional training programs as required to enhance maximum benefit of aviation training funds.

o	Oversees development of Aircrew Training Manuals (ATMs) and ensures standards are known and met by all aircrew members.

o	Assists in the development and implementation of a flying hour management program to insure the most effective use of USG-supported aviation assets.

o	Coordinates the development and implementation of a viable Risk Assessment and Ground Flight Risk Programs and periodically reviews compliance and understanding of the programs.

o	Develops operational tactics and new training procedures for the purpose of enhancing COLMIL Aviation operations.  These tactics and procedures include, but are not limited to Night Vision Goggle and interdiction tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the operations in Colombia.


•	Provides monthly progress and management reports to CCE management.  These reports include specific information on the training program progress and recommendations to correct deficiencies.

•	Reports safety discrepancies (in writing) to the CCE Safety Manager, as soon as practical. 

•	Other duties and tasks as assigned by CCE management.
