Assists in providing administrative support to management during the planning, developing, monitoring, and executing actions required to manage the office administrative functions including all or several of the following areas: position management, travel, management information systems, logistics, training, and overall office management.



Duties


Performs multiple and varying assignments under the limited direction of the Manager and more experienced analyst. Assists in providing administrative support to management during the planning, developing, monitoring, and executing actions required to manage the office administrative functions including all or several of the following areas: position management, travel, management information systems, logistics, procurement, training, and overall office management. Procures office supplies, equipment, training, and services as needed. Coordinates workplace logistics, such as workspaces, computers/laptops, requests for phone services and wireless devices, finalizing move dates, and other office logistics. Assists in providing notification to the Union. Provides guidance to less experienced staff in the day-to-day operations.

Applies experience and advanced knowledge of administrative processes and procedures to plan and accomplish assignments. Provides assistance and support to management on the operation of assigned programs and the interrelationships of such programs. Performs analysis and research to answer questions and to provide recommendations for resolving issues.

Assists managers and employees with the various systems and automation tools. Uses various processes and software tools to accomplish work assignments. Works with more experience analyst to obtain discrepancy reports for the Directorate and works with the appropriate personnel to reconcile. Uses the agency’s automated system to manage the Directorate’s property and inventory. He/she communicates inventory actions to the Property Custodians and their delegates. He/she shares information to new managers about the FAA property and inventory and explain the applications of policies and procedures. Provides assistance in completing a report of investigation.

Submits travel requests to establish/assign groups and/or route paths, as needed. Tracks and analyzes travel authorizations and vouchers for compliance prior to submitting for approval. Ensures time and attendance records, including LDR, are submitted biweekly by all employees. Assists timekeepers with leave balances and coding. May work with other employees to assist with accessing and using the time keeping system.

Tracks time and attendance and keeps the timekeepers up to date on leave balances related to the specific leave program for them to inform the recipient and provides managers information for approving time and attendance records. Works with timekeepers on the use of the leave code(s) appropriate to the situation.

As an individual contributor of the team, participates in the development of statements of work and independent government cost estimates. He/she serves as a Technical Officer Representative for assigned contracts to support management instructions by taking appropriate steps to initiate requests to obtain resources.

Submits request to the Contracting Officer Representative and/or the Contracting Officer and assists in the coordination of associated activities between the manager and the COR/CO until the contractor resource is obtained. Tracks and analyzes burn rates and identify funding projections. Liaison with Budget Analysts to secure funding. Receives, analyzes, verifies and accepts invoices. In collaboration with Senior Analysts, reviews contract documentation and cost proposals for accuracy and compliance.

Contacts typically are internal and external, among AJW and ATO, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Establishes policies and procedures provides guidance for most assignments but allow for considerable discretion to select the most appropriate and approaches or recommends new approaches.

The work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

  • Experience in problem solving, researching, analyzing, and interpreting laws, regulations, guidelines, and procedures related to the various functions, providing comprehensive customer service support on human capital management functions including position management and workforce planning.
