COMPUTER SYSTEMS ANALYST I At this level, initial assignments are designed to expand practical experience in applying systems analysis techniques and procedures. This Analyst provides several phases of the required systems analysis where the nature of the system is predetermined, uses established fact-finding approaches, knowledge of pertinent work processes and procedures, and familiarity with related computer programming practices, system software, and computer equipment. This Worker carries out fact finding and analyses as assigned, (usually of a single activity or a routine problem); applies established procedures where the nature of the system, feasibility, computer equipment and programming language have already been decided; may assist a higher level systems analyst by preparing the detailed specifications required by a computer programmers from information developed by the higher level analyst, and may research routine user problems and solve them by modifying the existing system when the solutions follow clear precedents. When cost and deadline estimates are required, results receive closer review. The supervisor defines objectives, priorities, and deadlines. Incumbents work independently; adapt guides to specific situations; resolve problems and deviations according to established practices; and obtain advice where precedents are unclear or not available. Completed work is reviewed for conformance to requirements, timeliness, and efficiency. This position may supervise technicians and others who assist in specific assignments. Work at a level above this is deemed Supervisory or Individual Contributor.

Proficient performing all operator, data entry and retrieval functions associated with aircraft recordkeeping. Performs networking functions between individual stations, including analysis and correction of errors caused by software, hardware or data entry. Transmits and receives data via floppy disk, modem and other electronic means. Extracts data, formulates and interprets management reports, creates archives, backups, and data saves in support of military deployments and detachment operations. Performs a wide range of clerical and administrative duties related to aircraft maintenance, such as preparing reports and correspondence, filing and typing, performing data base and systems analysis.

System Administrator/

Analyst Services:

Provide qualitative and quantitative analytical information to the government, allowing a continuous review of the management practices within the activity/department. Monitor, control, and apply the maintenance data system (MDS) or configuration management (CM) within the activity. The SA/A will serve as a contact point between work centers and the SPAWAR Systems Center Atlantic (SSCA) and is responsible for the management of all aspects of the MDS to include NALCOMIS reports/inquiries at the activity level. Additionally, the SA/A shall have a full working knowledge of the principles of foundation, mid, and top tier data replication and information available in the aviation data warehouse (ADW). Within the scope of manpower management, the NALCOMIS SA/A is a significant activity information resource. In the areas of accurate MDS and flight data, the analyst is the one individual within the activity who can either prove or disprove the justification for manpower increases and decreases. A complete understanding of Naval Aviation Maintenance Program (NAMP) policies and procedures, accurate documentation procedures, meticulous attention to detail, a viable aviation maintenance and material management (3M) and Naval Flight Record Subsystems (NAVFLIR) Naval Flight Documents training program, and close communication between analysts at similar activities should be foremost in the primary and technical responsibilities of the data analyst.

Skill and Knowledge:

 

  • Shall have a full working knowledge of the principles of foundation, mid, and top tier data replication and information available in the aviation data warehouse (ADW).
  • Good working knowledge of U.S. Navy policies, methods, and technical publications.
  • Must have a working knowledge of the governing systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines.
  • Must be familiar with aviation log sets.
  • Data Analysis.

 

Responsibility:

 The primary and technical responsibilities of the data analyst is to have a complete understanding of Naval Aviation Maintenance Program (NAMP) policies and procedures, accurately document procedures, have meticulous attention to detail, ensure a viable aviation maintenance and material management (3M) and Naval Flight Record Subsystems (NAVFLIR) Naval Flight Documents training program, and maintain close communication between analysts at similar activities.

Performs requirements in accordance with the procedures established in the PWS. Performs a variety of clerical, administrative, and managerial duties necessary to keep aircraft maintenance activities running efficiently. Reconciles data in. Procures, receives, stores and issues material and repair components. Utilizes financial accounting and database systems. May be required to verify work performed by another for which he/she is qualified to perform.

 

Task Requirements:

  1. Performs duties for “O” Level maintenance support.
  2. Conducts qualitative and quantitative analysis of information management systems and data.
  3. Monitors, controls, and applies the maintenance data system (MDS) or configuration management (CM) within the activity.
  4. Serves as a contact point between work centers and the SPAWAR Systems Center Atlantic (SSCA).
  5. Manages of all aspects of the MDS to include NALCOMIS reports/inquiries at the activity level.
  6. Support justifications for manpower increases and decreases by ensuring accurate MDS and flight data.
  7. Documents scheduled and unscheduled maintenance support for H-1 aircraft.
  8. Support maintenance Administration Division requirements as outlined in CNAFINST 4790.2 (series)
  9. Aircraft readiness reporting
  10. Processes readiness documents, administers aircraft configuration status accounting program and verifies aircraft utilization reports.
  11. Documents aircraft maintenance actions via logs, records, forms, and electronic means.
  12. Utilizes current management information system(s) to maintain aircraft forms and records.
  13. Schedules aircraft inspections.
  14. Keeps charts that show trends in aircraft system reliability.
  15. Organizes and operates libraries of technical publications, reports and related maintenance data.
  16. Issues aircraft inspection and work orders.
  17. Performs clerical duties such as filing and typing.
  18. Prepares reports and correspondence.
  19. Performs computer database and system analysis.
  20. Tracks and documents Technical Directive compliance entries.
  21. Maintains Aircraft, Engines, and SE Logbooks and associated records.
  22. Maintains Central Technical Publications Library.
  23. Provides support services.
  24. Performs other tasks as directed.

 

Preferred Qualifications:

  1. Configuration Management for Organizational and Intermediate Activities (C-555-0059)
  2. Aeronautical Technical Publications Library Management (C-555-0007)
  3. NALCOMIS OOMA System Administrator (C-555-0049)
  4. Utilize the current management information system(s) to maintain aircraft forms and records as required
  5. Seven or more years’ experience as Aviation Maintenance Administrationman/Aircraft Logs and Records Technician
  6. Five or more years’ experience as System Administrator/Analyst

 

Basic Qualifications:

  1. U.S. Navy Aviation Maintenance Administrationman (AZ) “A” School or equivalent
  2. Three years Aviation Logs and Records experience
  3. System Administration and Data Analyst experience
  4. Must be able to work shift schedules as required per Performance Work Statement (PWS)
  5. Must be able work work-week schedules i.e. M-F, Sn-Th or as required per PWS
  6. Must be able to pass a background check
  7. Must be able to obtain favorable National Agency Check with Written Inquires (NACI), IAW DTM-08-003 “Next Generation Common Access Card (CAC) Implementation Guidance or Secret security clearance as required for the position
  8. Must be able to climb ladders, raised platforms and aircraft.
  9. Must be able to deploy to support off station exercises and perform other support duties as assigned.

 

Compensation

$37.03/hour

 

Other Compensation

Employees receive a health and welfare benefit of $6.25 per hour paid up to 40 hours per week.
