The office also coordinates with the Department of Transportations Office of Governmental Affairs to ensure our work is consistent with the Departments policies. The incumbent of this position is a Congressional Liaison Specialist.

Duties

The Office of Government and Industry Affairs (AGI) is the principal advisor to the Administrator and FAA Lines of Business/Staff Offices on all matters concerning Congress, aviation industry groups, and other governmental organizations.

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional.

Acts as liaison to Members of Congress and Staff. Provides analytical support and representation for the organization’s Congressional relations and legislative programs.

Applies experience and comprehensive knowledge of congressional relations to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Identifies, analyses, and evaluates FAA issues contingent upon, derived from, or related to legislation, laws, rulings, regulations, or orders proposed or issued by executive, legislative, or judicial branches of the Federal, state, or local governments; or related to proceedings, positions, actions, etc. initiated by private individuals as well as civil, academic, commercial or industrial organizations.

Plans, designs, develops, initiates, and conducts a variety of independent and interdependent discussions to identify and assess existing or potential issues and programs involving analysis of generalized policy issues related to aviation.

Identifies alternatives and coordinates proposals with operating officials and managers; provides options and recommendations to managers or executives.

Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.

Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

Experience working with Congressional Members and staff, as well as Federal, state, and local officials. AND

Experience providing analytical support and representation for the organization or agency's Congressional relations and legislative programs.
