Responsibilities:

  • Work in the field of Foreign Military Financing (FMF)/International Military Education and Training (IMET). Successful candidates will have proven abilities to assess current data management processes used by the organization and design and implement robust automated solutions that account for visualizations, reports and validation.
  • Support program officers in the budgeting and execution process of the offices multibillion-dollar accounts, including general accounting; data management and validation; reconciliation; and efficient reporting from the data management systems in use.
  • Use and update budget and financial data queries and dashboard views in systems such as Oracle, MS Access, Tableau and MS Power BI.
  • Draft, execute, and track the funding approval process for over $6 billion in security assistance programming annually.
  • Provide research, data collection, analysis, and reporting of country program, using current data management systems and data UI tools.
  • Provide budget formulation and analysis support for all office programs.
  • Perform analytical, forecasting and interpretive functions
  • for the management and control of budgetary and financial resources, including tracking current and prior year funds.
  • Perform studies and audits on control, allocation and allotment of funds, assuring that allocations and allotments are in accordance with pertinent laws.
  • Make recommendations to improve the effectiveness and efficiency of financial controls using automated data management technology.
  • Assist in solution implementations.

Qualifications:

  • At least 2 years’ experience working on budget and fiscal processes for large-scale programs, preferably with the Department of State, Department of Defense or similar agency.
  • DOD Security Clearance Required
  • Some knowledge or understanding of international security cooperation and assistance practices is preferred.
  • Experience working in a DOS, DOD or similar environment with financial data management and visualization is strongly preferred.
  • At least 2 years’ experience data extraction and presentation using any combination of: Oracle DB and tools, MS Access, Advanced Excel, MS SQL Management Studio, Tableau, R Language or Power BI
  • At least 1 year experience automating manual data extraction and reporting processes using scripting languages, database tools or macros
  • At least 2 years’ experience budget and financial management with Microsoft Excel.
  • Experience providing timely narrative and data-driven responses to requests for information or reporting
  • requests.
  • Strong oral and written communication skills with experience presenting complex information.
  • Knowledge of U.S. government security assistance or security cooperation programs strongly desirable.
