This position is located within the Office of Airports (ARP), Management Staff, ARP-010. The incumbent serves as a Government Information Specialist and provides support and assistance to management and staff on laws, rules, regulations, policies and procedures pertaining to the Freedom of Information Act (FOIA), Privacy Act and records/file management.
Duties
Performs multiple, varying and complex assignments under the limited direction of a manager or more experienced professional. Applies experience and advanced knowledge of laws, rules, regulations, and policies pertaining to the Freedom of Information Act (FOIA), Privacy Act and the protection of Personally Identifiable Information (PII) to enter incoming requests from the general public, legislative offices, or other government organizations into tracking system(s) or database(s); and review, assign, process and complete responses.
Assists management with identifying, planning, and/or organizing available resources to accomplish projects/programs/activities. Assists with coordination of FOIA requests and responses with management and staff across ARP’s headquarters directorates and regional offices to ensure consistency and compliance with applicable laws, rules, regulations, orders, policies, procedures, executive orders, case law, legal guidance, requirements and established deadlines. Provides support and assistance with process steps and implementation. Participates in and assists with the coordination of ARP specific FOIA and Privacy Act training to ensure compliance with established rules and regulations. Assists with FOIA program reviews and audits; and provides status updates and briefings on the status of ARPs FOIA activities, as needed.
Supports and performs records and file management activities, including record schedule requests and updates, records maintenance, use and disposition. Provides assistance with records retention, records maintenance, records consolidation and implementation of FAA and federal government laws, regulations, procedures and processes within ARP. Monitors the protection of Personally Identifiable Information (PII) and ensures compliance with policies for protecting sensitive data. Provides support to management and employees on
PII requirements.
Assignments may require knowledge and experience working across multiple functional and/or organizational lines. May participate on FAA FOIA, Records Management and Privacy Act groups or teams.
Contacts are internal and external to the organization, including ARP managers and staff, other FAA Lines of Businesses/Staff Offices(LOBs/SOs), Records Management Coordinators, FOIA Coordinators, and ARP IT staff.
Provides guidance and support on the application of policies and procedures. Gathers data and information to develop reports to communicate status updates to senior management. Supports coordination activities with members of the general public, legal entities, state/federal agencies and other stakeholders.
Established policies and procedures provide guidance for most assignments, but allows considerable discretion to select established or recommend new approaches. Resolves most problems or work issues without the assistance of a manager or more experienced professional. However, refers complex issues to a manager.
Work is reviewed periodically, typically at major milestones and at project completion. Work activities typically support objectives of one or more organizational units, major subdivision and/or Line of Business/Staff Office
(LOB/SO).
