The incumbent serves as a Management and Program Analyst within one of AJT’s Directorates. The incumbent applies experience and expert knowledge of business processes to conduct functional activities for projects/programs which often require the development of new innovative approaches. Duties

This position serves as a recognized subject matter expert in management and business processes. He/she provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Typical assignments may include: providing guidance to less-experienced professionals; leading large project/program teams; defining and developing internal policies and procedures; predicting potential issues and proposing preventive actions. As a principle analyst, he/she develops new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities.

Applies experience and expert knowledge in the analytical and evaluative methods and techniques to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Performs qualitative and quantitative analysis methods and techniques to identify, evaluate, and assess policies, procedures and programs and to make recommendations for improvements. Conducts trends and comparative analysis to develop approaches to address anticipated problems/issues. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.

The analyst uses business analytics expertise in analyzing and translating organizational business requirements into system deployments or business process changes. Monitors and analyzes operational data and reports and advises management of unusual deviations from established plans and policies. Uses databases to study operational trends and to track, monitor, and analyze data to develop monthly, quarterly, and interim reports for management. Researches and studies the organizational Knowledge Networks (KSNs) and web sites to develop new or revised Standard Operating Procedures (SOPs) for the Directorate. Facilitates the effective implementation of improvements to current practices.

Applies experience in researching, analyzing, and evaluating technical operational information and data to prepare estimates, analytical and statistical reports, makes recommendations to aid in management decision-making. Studies typically impact all or at least several air traffic facilities in the service areas.

Applies knowledge of FAA policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Leads team in research and analysis of management processes and procedural practices. Ensures consistent oversight and prioritization of organizational resources, business analytics, and risk management.

Contacts are internal and external and include representatives from all ATO Service Units, other FAA lines of business and labor unions. Acts as a liaison between field and headquarters for budgetary impacts. He/she coordinates cross-organizational policies and programs to resolve complex issues, internal and external to the ATO and the FAA. As required, develops project plans, reports, and briefings which are forwarded to both internal and external agencies and entities. Often represents the organization as a principle point of contact to provide advice and expert guidance on the application of established policies and procedures.

Provides guidance and instructions on policies and procedures pertaining to the formulation, development, and conducting of highly complex and challenging business analytical studies and projects for national level functions/activities. Performs project and/or business management and control functions include to operational requirements analysis and validation, trend analysis, facility work plans, and financial and training analysis. Evaluates data from business analytics software to solve operational problems and to identify opportunities to improve business processes.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience using databases to study operational trends and to track, monitor, and analyze data to develop monthly, quarterly, and interim reports for management, while applying policies and procedures of management and business processes.
