The incumbent serves a Management & Program Analyst within AMA-930.
Duties
Serves as management and program analyst for multiple projects across the organization and its customers with primary responsibility for project outcomes under the minimal direction of the manager. Leads or personally performs complex or controversial studies which result in authoritative recommendations to improve Academy training programs, management policies, processes, and/or resource utilization.
Responsible for the preparation, quality and maintenance of project deliverables utilizing project management techniques, tools, and methods. Assists customers in defining project scope, requirements and deliverables; plans project activity, tasks, milestones, budget, resources and performance or success measures. Responsible for ensuring that assigned projects deliver in accordance with planned schedule, approved budget and agreed upon success factors. Communicates regularly with Academy staff, stakeholders and customers to ensure that resources are utilized in the most effective and efficient manner to meet program/project requirements. Serves as a liaison between functional counterparts, customers, and FAA Academys management in communicating issues, challenges and results of studies/analyses.
Applies experience and comprehensive knowledge of assigned projects, as well as functional policies and procedures and understanding of the customers required outcome, in both technical (e.g. NAS systems) and functional (e.g. end user) requirements. Project assignments may include research, application or infrastructure development/maintenance, financial, and operational systems. Serves as a program manager and principal specialist to develop new and innovative approaches, methodologies, and techniques, to define and direct challenging program activities.
Coordinates the various elements of projects including overall coordination of project plan development, project plan execution, and change control. Responsible for communicating, tracking and reporting project performance to sponsors, stakeholders and FAA Academy managers. Monitors metrics on project performance and the value being provided to our business lines and missions. Coordinates risk identification and manages risk mitigation. Develops and maintains project management-related standards such as templates, processes and best practices. Coaches, provides training and support on standardized project methodology and tools.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach or develop new approaches. Assignments require interpretations of internal and external policies and extrapolation from precedents.
Serve as Contracting Officer Representative (COR) for contracts and provide guidance and direction toward completion of contract deliverables.
Contacts are internal as well as external to FAA. May act as a key point-of-contact related to a single project or to a program (group of related projects). Develops/prepares technical reports, briefings, presentations or contractual documents, and communicates the overall results of a project to the FAA Academy management and other external parties. Incumbent furnishes advice and guidance to customers and team members; provides support to proposed alternative methods of doing business, develops change management plans; and influence managers or other officials to accept and implement findings. Addresses and resolves conflicts and controversial matters through consultation with customers, peers, manager, and coordinating the work with others as required.
