Incumbent will serve as a Management and Program Analyst for the Program Control Team, AJW-B610.

Duties

Under minimal direction from a manager, team leader, or more experienced professional, acts as an individual contributor and/or member of a team and performs a wide variety of detailed resource management analyses to support the Technical Operations, NAS Security & Enterprise Operations Directorate.


He/she collaborates with management on hiring needs and priorities. Liaises with the Office of Human Resource (AHR), Employment Services Division (AHF) for guidance on backfilling positions. He/she performs position management for the Directorate. Validates staffing levels, plans, and requests as they relate to overall staffing authorization allowances. Updates position management document regularly to ensure internal movements of positions and targets are captured and the ceiling is maintained. He/she responsible for managing the annual awards program, this includes reviewing submissions and verifying the justification meets requirements. Records approved time off hours and cash amounts, observe whether these are in accordance with targets. Work with management to ensure letters of interest solicitations are complies with applicable policies and procedures. He/she in consultation with AHF ensures bid packages are submitted appropriately. Provides guidance on ATO Business Rules as they apply to the initiation of specific personnel requests. Acts as a confidential advisor on sensitive employee issues, performance and conduct, and organization restructuring/realignment issues, and performs a variety of special troubleshooting and investigative support assignments.


Applies experience and comprehensive knowledge of analytical and evaluative techniques and methods to plan and conduct functional activities for projects/programs for identifying areas requiring improvements. He/she analyzes particular jobs duties to determine responsibilities and if changes requires job to be redesign. Creates the job documentation based on analysis of the position. Analyzes and evaluates employee on-board data per pay period and reconciles data against cuff records by liaising with AHF to confirm the processing of the new employee records. Identifies discrepancies such as organizational code/CAN/appropriation code errors and works with external offices as needed to process corrections. Develops various correspondence and reports using graphical representations and explanations of data used in management decision-making.

He/she conducts research and assists in the interpretation and implementation of policies, procedures, and requirements. Analyzes, monitors, and reports on management and programmatic actions and ensures deadlines and organizational milestones are met. Identifies trends, anomalies, and recommends process improvement areas. Uses automated tools to examine and extract data and summarize and present findings to management or more experience analyst.


May be called upon to communicate FAA positions on policies and procedures internally and externally. Attends periodic meetings and working groups and responds to internal and external customer needs effectively and efficiently. May participate in national resource related programs and work groups. Cultivates positive relationships and professional partnerships with internal and external customers by maintaining open lines of communication, soliciting feedback, and by collaborating on problem resolution.


Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of the project or other work activity. Resolves most problems and work issues without the assistance of a manager.

To qualify for this position at the I-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Salary Range: $75,305 - $116,712
