Incumbent serves as a Management and Program Analyst in the FAA Logistics Center.

Duties

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/ programs/activities. Explains, justifies, and discusses a variety of issues. Compiles narrative and statistical material and prepares findings, exhibits and related background information for use by management.

Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Plans, provides and designs quality improvement initiatives for the FAA Logistics Center. Implements, tests and maintains an automated based Quality Management System QMS).

Assignments frequently require knowledge and experience working across functional and/or organizational lines. Collaborates with other groups and divisions on the functional requirements and performance characteristics of the QMS in support of the organizational quality objectives. Coordinates work efforts with other relevant units. Monitors the progress of programs/projects as well as coordinates with key participants, sponsors and stakeholders. Conducts internal audits to current quality standards. Utilizes experience and problem
solving methods to drive cost savings through process value analysis.

Supports the requirements of ISO 9001 to include quality planning, document control, data collection and reporting, internal auditing and continuous improvement. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. Recognizes and effectively balances the needs and interests of different groups in the course of a study or project. Considers and understands the perspectives and agendas of others and fosters effective relationships where compromise may be necessary.
Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader. or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Practices and promotes the Lean Six Sigma Methodologies and mentors others in the implementation of continuous improvement initiatives.

Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify at the FV-I (GS/FG 13) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (GS/GS 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

Specialized Experience includes: Plan, provide and design quality improvement initiatives; Implement, test and maintain an automated based Quality Management System {QMS); Identify, analyze, and recommend solutions for complex/difficult problems; identifying improvements to systems and processes; conduct internal audits; experience implementing ISO 9001; experience with document control, data collection and reporting.

Salary Range: $87,971 - $136,343
