We have an exciting opportunity for a Principal Specialist, Contracts supporting the Strategic Strike mission area within the Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU). This role will support the capture of several new classified, competitive opportunities that will help grow the mission area and SBU. This program will support Air Force mission areas with multiple contract types to include cost plus and fixed fee with different incentive options. Scope of work on the primary program extends through the decade and represents a critical need for our strategic national defense. As a key member of the Contracts team, this position will support all activity related to new business acquisition including extensive customer engagement pre- and post- receipt of Request for Proposals (RFPs), analysis of proposal documents and requirements, proposal management and estimate development, gate reviews, negotiations, award, and, ultimately, execution of mission critical new programs. A successful candidate will need to demonstrate proposal knowledge and experience, contracts and general business acumen, and will need to be a self-starter who is comfortable working independently and tackling challenges in a dynamic, fast-paced environment.
This will be a full-time on-site position in Tucson, AZ and will require a Top-Secret (TS) security clearance within 6 months of start.
The position will need to collaborate closely with various Program Managers, Requirements and Capabilities (R&C), high level technical engineers and fellows, other Contracts team members, and other Cross-functional team members. What You Will Learn
Communication with multiple levels of Raytheon and Customer leadership, both written and verbal
Competitive program capture and proposal process with Program requirements
Extensive exposure to advanced technical knowledge and high-level technical and functional leadership
New program startup, including initial contract setup and structure
What You Will Do
Interface with customers for proposals, correspondence, contractual changes and contractual issues
Influence others through the explanation of facts, policies and practices
Investigate and resolve contractual matters by critically thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders
Provide advice/guidance on contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes
Occasional travel required
Qualifications You Must Have
Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 year experience
Experience related to contracts management, program management, business management or supply chain
Active and transferable U.S. government issued Secret (S) security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
Demonstrated ability to deliver solutions and contribute to results
Experience in proposal development
Strong decision making within a defined framework
Able to use clear and concise written and verbal communications
Active and transferable U.S. Government issued Top-Secret (interim or full) security clearance
Contractual acumen with proficiency in contracts fundamentals with knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Other Transaction Agreements, Intellectual Property, license agreements, and/or teaming agreements

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
