Northrop Grumman Mission Systems is seeking a Principal International Trade Compliance Analyst or a Sr. Principal International Trade Compliance Analyst to join our team of qualified, diverse individuals. The position can be located in Sunnyvale, CA, San Diego, CA, Redondo, CA, or other NG MS office with the understanding that you will support West Coast working hours and be expected to travel to Sunnyvale, CA as needed. This position is open to a part-time hybrid telework arrangement (min of 2 -3 days a week in the office).

The qualified applicant will become part of Northrop Grummans International Trade Compliance organization, supporting the Marine Systems portfolio (located in Sunnyvale, CA) , working to ensure compliance with export laws and internal processes that support foreign policy and protect national security.

What You Will Get To Do:

Responsibilities Include:

  • Develop and manage comprehensive internal export and import controls to ensure compliance with regulatory agencies in the conduct of international spaneting, sales, supply chain and other business activities.

  • Establish business processes for submitting to and obtaining from the US government all necessary export and import licenses, permits, certifications, and technology release determinations.

  • Executes operational processes to ensure regulatory trade compliance through gate reviews of technical data, foreign travel, foreign visits and export and import shipments.

  • Maintain applicable trade compliance records in accordance with regulatory requirements.

  • Perform compliance assessments of transactions and support the law department in investigating and resolving compliance problems, questions, or complaints.

  • Support performance metrics for export processes.

  • Collaborate with various functional areas to develop and implement appropriate authorization strategies to meet business requirements and ensure compliance with all regulatory agencies.

  • Determine and validate appropriate commodity jurisdiction and classification when conducting the order of review to include applicability of formal Commodity Jurisdiction or CCATS submission.

  • Independently assess complex transactions and determine applicability of internal gate reviews, licenses, exceptions, and exemptions.

  • Assist in the review of export/import clauses in Statements of Work and Non-Disclosure Agreements and provide recommendations regarding potential impact to business activity.

  • Review and disposition public release requests.

  • Perform compliance assessments of transactions as necessary for investigations of potential instances of non-compliance.

  • Assist in the development, revision, and implementation of trade compliance policies and procedures as necessary to support portfolio.

  • Represent the organization as a prime contact on complex contracts or projects, internal working groups, and capture activities. Interact with senior internal and external personnel on high visibility matters often requiring coordination between organizations.

  • Exercise good judgment of when to seek management support and guidance as needed, including collaborating on decisions which have the potential to be high visibility or impactful.

  • Mentor junior level Analysts and Technical Advisors on export regulations and internal processes and procedures.

  • Develop and deliver presentations, including Export General Awareness training, program/function specific export training, lessons learned, and program/capture export licensing strategy updates to Division leadership.

This position can be hired as a Principal International Trade Compliance Analyst or Sr Principal International Trade Compliance Analyst.

Job Qualifications:

Basic Qualifications for a Principal International Trade Compliance Analyst:

  • Bachelor’s degree plus 5years of relevant experience, or master’s degree plus 3 years of relevant experience

  • Proficiency in utilizing and applying the ITAR and EAR

  • Ability to assess and apply export regulations when determining commodity jurisdiction and classification

  • Ability to obtain and maintain a U.S. Security Clearance

Basic Qualifications for a Sr Principal International Trade Compliance Analyst:

  • Bachelor’s degree plus 8years of relevant experience, or master’s degree plus 6 years of relevant experience

  • Proficiency in utilizing and applying the ITAR and EAR

  • Ability to assess and apply export regulations when determining commodity jurisdiction and classification

  • Ability to obtain and maintain a U.S. Security Clearance

Preferred Qualifications for both levels:

  • Experience with OCRs EASE software

  • Excellent interpersonal and communication (written and verbal) skills

  • Proficient in Microsoft Office suite of products

  • Experience in and comfortable with providing training in person or via virtual methods

  • Experience in mentoring junior employees

  • Experience in reading and interpreting regulations and applying changes to current procedures and practices

  • Experience in both DCS and FMS export requirements

  • Experience supporting business development activities

  • U.S. security clearance (Secret or above)

Salary Range: $84,600 - $133,100
Salary Range 2: $104,900 - $164,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
