The Air Traffic Control Specialist (ATCS) Health and ATCS Applicant Medical Clearance programs are responsible for the process of reviewing medical applications and determining if on-board ATCS or ATCS applicants meet medical standards under the applicable regulations. The Program Analyst performs work assignments and projects under the minimal direction of the Regional Flight Surgeon or Director VHT-FS. This position participates in the program analyst working group team.
Duties
This position is the Lead Regional Program Analyst (RPA) in one or more of the following regional programs: Air Traffic Control Specialist (ATCS) Health and ATCS Applicant Medical Clearance. The Lead RPA serves as a National Program Lead and provides direction to working group members from all regional offices. The position uses program expertise to directly support and advise the Senior Regional Flight Surgeon (SRFS). The Lead RPA is delegated the responsibility to guide projects and activities and implement change with the team.
The Lead RPA acts as a project manager for special projects assigned by the SRFS with a national impact. Identifies the scope of work, resources needed, team members, and manages project schedules. Organizes work and maintains project documents. Develops metrics to measure success. Applies experience and comprehensive knowledge of the program to plan and conduct functional activities for projects/programs. Duties include but are not limited to 1) Program Analyst Training and Certification Program - Is responsible for overseeing and development of the program. Responsible for coordinating training for all Regional Program Analysts in applicable program. Ensures training completion and consistency. Collaborates with training point of contacts in the regional offices. 2) Responsible for coordinating periodic on-board ATCS and ATCS applicant records reviews for quality control. 3) Workload and Program Backlogs – Addresses workload and program backlogs with a safety impact and recommends solutions. 4) Data/System Projects - Understands the architecture of the proprietary medical software system applications and workflows. Advises on user needs for system upgrades and is point of contact for user system testing by regional office staff. Conducts and facilitates program data analysis. 5) Continues to support regional workload and provides coverage where needed.
Possesses and applies subject matter expert (SME) level of understanding applicable to federal regulations and to the AAM application review processes. Works with Flight Surgeon program advisor and headquarters in coordination with the SRFS to advocate for program needs, prioritize goals, and facilitate solutions. Independently plans time. Makes optimal use of resources to complete activities within established schedules. Demonstrates leadership competencies in leading people, leading change and being results driven. Respects and values individual differences and diversity when interacting with others to facilitate the efficient operation of programs assigned to the regional AAM divisions.
Assignments frequently require knowledge and experience working across functional and/or organizational lines. Incumbent will provide guidance to less-experienced professionals. Acts as point of contact for currency of content management systems that hold manuals, guides, tools, and document libraries. Identifies needs, challenges, and opportunities for improvement within the program. Coordinates with other AAM program national leads on projects that impact multiple programs. Supports regional offices in maintaining operations during any periods of human capital shortages.
Work is reviewed through status reports and at project completion, to ensure policy compliance and alignment with the requirements of the program, projects and/or other work activities. Work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs and may affect the objectives of the FAA. The work of this position may also affect internal and external customers.
