The Program Analyst serves as a Team Lead, and applies regulatory, policy, and process management strategies for the ARM core programs – rulemaking, exemptions, and committees - focused on providing improved aviation safety through timely and appropriate regulatory action



Duties


The Program Analyst serves as the team lead reporting to the front-line manager on performance, progress and training needs of employees, and on disciplinary issues. Makes recommendations to front-line manager as requested regarding promotions, reassignment, recognition, and personnel needs. Resolves simple informal complaints of employees and refers others to the front-line manager. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

The Analyst is a recognized subject matter expert in performing qualitative and/or quantitative analysis to identify, assess, analyze and improve team effectiveness, efficiency and work products. Provides leadership for highly complex and challenging activities under the minimal supervision. Ensures the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans and work products and services. Uses analytical data to provides guidance and instructions to the program offices, Office of Chief Counsel, and other stakeholders on strategies and processes to improve aviation safety in accordance with regulations and established practice.

Applies experience and expert knowledge of the analytical and evaluative methods and techniques to assess program operations and effectiveness. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Typical assignments may include analyzing decisions for inconsistencies or precedents and recommending changes in policy or procedures to accommodate latest policy developments; providing guidance to less-experienced professionals; predicting potential issues and proposing preventive actions. Monitors the database system, to include workload tracking reports and analysis of data for overall production and quality metrics regarding the program effectiveness.

Assists the front-line manager by tracking and coordinating projects referred to/from the Office of Chief Counsel. Identifies, defines, and organizes resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Leads large project/program teams. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

Contacts are internal and external. Often represents ARM as a principal point of contact to provide advice and guidance on the applications of policies and procedures, including labor organizations. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs, and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as situations require. Assists with development and management of document templates for use by the team and more broadly across ARM.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Experience includes:Experience reviewing, analyzing, and evaluating aviation safety policies and procedures. Experience conducting regulatory research and analysis to identify problems and for developing and recommending solution to improve efficiencies.
