Northrop Grumman’s Aeronautics Systems sector has an opening for a Proposal Analyst (Level 2) to join our qualified and diverse Business Management team. This position will be based in Melbourne, FL and due to the nature of the program supported will be 100 on-site. A Secret clearance and Special Program Access are both required to be obtained and maintained for this role.

The selected candidate will become part of the Pricing and Estimating team and will be responsible for proposals of varying degrees and complexity across the product life cycle. This position will work closely with various functions such as Global Supply Chain, Program Management, Business Management, Production and Engineering.  

The primary objective of this role will be to develop, plan and schedule proposals as part of a team in support of the program area.

Responsibilities include, but are not limited to the following:

  • Coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments in the development of proposals in accordance with request for proposal (RFP) specifications.
  • Research and analyze historical data, develops cost models to support proposal efforts.
  • Develop, plan and schedule proposals.
  • Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.
  • Preparation of financial charts for management review.
  • Develop cost proposal, including writing narratives and organizing financial data for external customer.

The selected candidate shall demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities, including a commitment to ethics and integrity.

A successful candidate must thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels.

This role may be filled at either the Associate (Level 1) or Analyst (Level 2) levels as outlined below based on candidate experience and education requirements.

Basic Qualifications

  • 3 years of relevant business management experience with Bachelor’s Degree in Business Administration, Finance, Economics, Mathematics or Operations from an accredited university - OR - Masters Degree with 1 year of work experience.
  • Proficiency in Microsoft Office; especially Excel.

Preferred Qualifications

  • Knowledge of the government regulations FAR and DFARS; especially TINA/TCOPD
  • Awareness of USG officials in programs; CO, DCAA and DCMA
  • Working knowledge of CAS, Disclosure Statements, Estimating Systems
  • Audit and FPRP rate development
  • Experienced with USG RFP/BAA/IFB/RFQs
  • Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]
  • Active DoD Secret and Program Clearance.
  • Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
  • Experience with Excel Pivot Tables, VBA coding and Macros.
  • Experience with parametric modeling (such as SEER-SIM, PRICE True Planning, etc.).
  • Experience with Pro-Pricer or other pricing software.
  • Experience conducting cost analysis and risk modeling.
  • Excellent oral and written communication skills.
  • Ability to effectively manage competing priorities and deadlines.
  • Ability to handle multiple tasks in a fast-paced environment.
  • Problem solving and organizational skills.
Salary Range: $63,800 - $95,800
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
