Northrop Grumman Aeronautics Systems has an opening for a Level 4 Senior Principal Proposal Analyst to join our team of diverse, qualified individuals! This position will be located on site in Palmdale or San Diego, California.
The selected candidate will become part of the Strike division Pricing and Estimating Group, working closely with Global Supply Chain, Program Management Office, Business Management, Production, and various cross-functional proposal teammates. The candidates selected for these roles will be key members of proposal teams, leading/supporting proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members.
Responsibilities include, but are not limited to the following:
Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures
Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
Develops, plans and schedules proposals
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
Researches and analyzes historical data, develops cost models to support proposal efforts
Coordinates activities and participates in fact-finding meetings
Participates in should-cost and pricing reviews with management and customer representatives
Participates as a member of the contract negotiating team
Configures and maintains ProPricer rate tables and live cost models
Basic Qualifications:
Bachelors degree with 8 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, OR a Masters Degree with 6 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience
Active DoD Secret Clearance is required in order to be considered for the role
Must have the ability to obtain and maintain the Special Access Program (SAP) clearance within 120 days of start date
Demonstrated advanced proficiency with MS Office Suite, specifically Excel and Word
The selected candidate(s) should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels.
Preferred Qualifications:
Knowledge of the government regulations FAR and DFARS; especially TINA/TCoPD
Experience in professional communications with USG officials in programs, DCAA and DCMA
Working knowledge of CAS, Disclosure Statements, Estimating Systems, Audit and FPRP rate development
Experienced with USG RFP/BAA/IFB/RFQs
Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]
Active DoD Top Secret clearance with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation
Special Program Access
Experience working with Basis of Estimate (BOE) and analyzing BOE quality
Proficient/advanced user in Microsoft Excel
Experience with parametric modeling (such as SEER-SIM, PRICE True Planning, etc.).
Proficient in using, maintaining, and troubleshooting ProPricer
Experience conducting cost analysis and risk modeling
Excellent oral and written communication skills
Ability to effectively manage competing priorities and deadlines
Ability to handle multiple tasks in a fast-paced environment
Excellent problem solving and organizational skills

Salary Range: $109,900 - $164,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
