As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
The Supervisory Economist will serve as Manager for the Economic Analysis Division.
Duties
Serves as the Manager for the Economic Analysis Division and supervises a staff of economists. Managerial duties include: Developing and implementing staff Professional Development Plans; ensuring staff is informed of training and educational opportunities to enhance division capabilities and staff performance; performing mid-term and annual staff performance reviews; executing personnel actions and/or corrective/disciplinary actions; working to prepare employees for future opportunities across the division, with focus on continuity of operations and long term organizational success; coaching, mentoring, and developing employees to perform current work and support career progression for the future; ensuring employees have necessary skills to accomplish their assigned tasks.
Analyzes aviation system requirements, assesses economic Impact of proposed regulations, and develops FAA policies, goals and priorities and determine related economic impacts. Provides guidelines and criteria for agency economic analysis and represents the office and agency in economic analysis matters. Analyzes issues and/ or problems in response to directed actions from agency authorities or OMB, OST, and Congress.
Performs economic impact analyses for FAA rulemaking projects to promote safety of aircraft and the aviation and commercial space industries; reviews and certifies FAA regulatory impact analyses meet current requirements under law and executive order, such as the Administrative Procedure Act, the Regulatory Flexibility Act, and Executive Order 12886 Regulatory Planning and Review.
Performs and manages analysis of savings and benefits from deregulatory actions developed under Executive Order 13771, Reducing Regulation and Controlling Regulatory Costs; establishes and meets published agency rulemaking schedules; manages and provides oversight of revisions to the Quality Management System for FAA Regulatory Analysis.
Plans and facilitates audits of the Quality Management System for FAA Regulatory Analysis; implements changes to processes, procedures and work instructions resulting from observations and non-conformities found during audits; informs agency executives In matters of regulatory impacts involving recommendations from the National Transportation Safety Board and the General Accountability Office; participates in Aviation Rulemaking Advisory Committees; and in the Office of Rulemaking and Continuous Improvement Team meetings to enhance inter office communication and cooperation on regulatory development.
Applies an advanced knowledge of economics, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the Office of Aviation Policy and Plans, APO.
Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. Informs agency executives In matters of regulatory impacts involving recommendations from the National Transportation Safety Board and the General Accountability Office. Participates in Aviation Rulemaking Advisory Committees and in the Office of Rulemaking and Continuous Improvement Team meetings to enhance inter-office communication and cooperation on regulatory development.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
