Job Description:

The PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems.



Duties


This position is assigned to one of the following organizations within the PMO: Integrated Services and Analysis, AJM-1; Air Traffic Systems, AJM-2; Enterprise Services, AJM-3; and Surveillance Services Directorate, AJM-4.

The four (4) PMO directorates key functional areas are: (1) integrated resource management, engineering planning, analysis and integration, and program health management and acquisition support; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and I services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation.

The General Engineer performs a mixture of routine and multiple and varying engineering assignments under the limited direction of a manager, project/ program manager, team leader, or more experienced engineer. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams. Assignments may include: design work; field inspections; reviewing contractor work; collecting and analyzing data; performs trend analyses; engineering testing; writing technical/management reports; and recommending improvements to the design or operation of systems, equipment, or processes.

Applies experience and detailed knowledge of engineering principles, theories and concepts to assist more experienced engineers in the design, development, and conduct of complex independent and inter-dependent engineering studies (i.e... feasibility, life-cycle costing, efficiency, risk analysis, cost benefit, and other engineering economics studies). Possesses knowledge of electronic, electrical, civil, hardware, software, mechanical, or systems to plan and accomplish assignments. Performs analyses of system designs, and assists more

experienced engineer in identifying and measuring resiliency vulnerabilities and impacts.

Applies Acquisition Management System (AMS) policies and processes to contribute or participate in all phases of procurement activities, which includes, analyzing specifications, reviewing bids, evaluating proposals, monitoring contractor performance, and coordinating with contractor to resolve issues. The employee may perform limited functions in serving as Contracting Officer Representative (COR).

Performs trend analyses to recommend improvements and aid in management decision-making. Uses design software, instruments or tools to analyze project designs and to recommend improvements to the design or operation of equipment and systems. Utilizes automated tools such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials.

Participates as a team member in planning, monitoring, and conducting special projects, studies, and initiatives. Conducts engineering testing analyses to assess the impacts of operational changes on infrastructure, equipment, and systems. Analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures to recommend improvements to the design or operation of systems, equipment, or processes and to provide support in the development and implementation of solutions. recommend effective solutions. Contacts are primarily internal to the PMO with some contact with contractors, customers, and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, and/or discuss the statuses of assignments.

Qualifications

To qualify for this position at the H-band you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIAIZED EXPERIENCE is defined as:

Experience assisting in researching and collecting information to identify engineering issues which could have an impact on the program/project.

AND

Experience assisting with engineering studies and analyzing designs to support recommendations for improvements to the design or operation of equipment and systems.

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR;

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
