Candidate will be responsible for the functional management of approximately 12 to 18 engineering personnel. Duties include conducting performance assessments, staffing, employee development, communication meetings, disciplinary actions, training & educational oversight/ approval and other routine personnel issues. Must have experience developing and providing technical leadership of software systems. The candidate will work closely with various stakeholders to ensure that the software lifecycle is accomplished with high quality and efficiency. Candidate will be responsible for the licensing pool for engineering tools in San Diego. This will include approving SW license purchases, invoices and maintain the overall tools budget. Will hold a voting role on the tool and process control boards for San Diego.
All candidates must have a current and continuing full-time program assignment; this position is allocated for 20 of the successful candidate’s time, which fluctuates during the year due to business needs and the performance management cycle.

Basic Qualifications:
- Bachelor’s Degree in Engineering, Computer Science, Computer Engineering, or other applicable STEM discipline and 5 years of relevant experience, or Master’s Degree with 3 years of experience, or PhD with 0 years of experience
- Proven leadership qualities and strong interpersonal skills
- Demonstrate a detailed understanding of all aspects of the software development
- Demonstrated mentoring skills, and excellent 2-way communication skills (upward and downward)
- Knowledge and understanding of standard software engineering processes
- Proven time management and organizational skills to prioritize across concurrent program and functional responsibilities
- Active DoD Secret Clearance
- Candidate must have, and be able to maintain, at least ONE of the following active U.S. Government security clearances:
- Dept of Defense Secret level with a background investigation date within 10 years OR Dept of Energy L clearance with a background investigation date within 10 years
Preferred Qualifications:
- Prior experience in engineering functional management is a plus.
- Experience with multiple iterations of the complete lifecycle as a practitioner preferred.
- Demonstrated coaching skills are a plus.
- Previous experience leading a team of 3-5 employees with a record of on-time performance.
- Previous experience in developing proposal inputs (task descriptions and basis of estimate)
- Demonstrate exemplary professionalism and ability to maintain composure in stressful situations.
- Control account management
- Tool licensing experience
Salary Range: $129,900 - $194,900
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
