We have an exciting new opportunity for a Chief Engineer (CE) within the Secure Mission Solutions (SMS) portfolio. This position leads the entire portfolio of cross domain solution and supports strategic roadmap development. SMS includes multiple geographically dispersed teams led by managers and/or supervisors across engineering functions. The selected candidate will possess the ability to work closely with Engineering, Value Stream Leaders, Program Directors, and Business Development of the portfolio to build team cohesion and understand how to influence teams to make value added changes and develop a positive culture of continuous improvement, as well as the technical and business acumen to effectively communicate and influence execution of the program.
The Chief Engineer will own the establishment and the technical execution of the program, inclusive of any Internal Research and Development. This person must demonstrate a profound technical proficiency along with exceptional communication and presentation skills, as they play a pivotal role in shaping and influencing customers which requires both depth and breadth in key technologies.
What You Will Do:
- Strategic Objective Leadership: Define and champion strategic objectives for the mapping and modeling of key engineering processes, driving operational excellence and alignment with customer expectations.
- Strategic Executive Communication: Leverage exceptional communication skills to effectively engage with executive leaders, articulating strategic and tactical initiatives with clarity and insight, ensuring alignment and driving informed decision-making across the mission area.
- Policy Oversight: Lead the development and implementation of engineering policies and procedures that enhance program value and provide strategic insights to executive leadership.
- Strategic Improvement Initiatives: Identify, prioritize, and oversee high-impact improvement projects that drive transformative changes in engineering efficiency and effectiveness.
- Cross-Disciplinary Team Leadership: Foster a culture of collaboration by leading cross-functional teams to ensure strategic alignment and accelerate the execution of engineering initiatives.
- Initiative Execution and Oversight: Spearhead the execution of strategic projects, ensuring the adoption of innovative processes and systems that align with the organizations engineering vision.
- Strategic Guidance and Advisory: Serve as a principal advisor on engineering policy matters, offering strategic counsel to senior leadership on key challenges and opportunities.
- Excellence in Technical Decision-Making: Provide high-level leadership to ensure sound technical decisions that enhance product competitiveness and support robust engineering solutions.
- Talent Management and Mentorship: Actively engage in attracting and retaining top technical talent by building a robust talent pipeline, while personally taking responsibility for the development and advocacy of the next generation of engineering leaders through targeted mentorship and enrichment opportunities.
- Risk and Opportunity Management: Lead the assessment of engineering execution risks and opportunity capture plans, ensuring alignment with organizational goals and project requirements.
- Resource and Financial Coordination: Ensure optimal staffing of engineering programs with the right skillsets and oversee financial planning and forecasting to meet program cost and schedule objectives.
Qualifications You Must Have:
- Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
- Active SECRET and transferable U.S. government issued security clearance is required prior to start date
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Must have or be capable of obtaining a US Department of Defense (DoD) security clearance or special access as required. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.
- Leadership experience in development programs (e.g., Chief Engineer, Program Engineer, Integrated Product Team Lead) and managing large teams of experienced professionals.
- Experience executing and leading programs that are Agile and using DevSecOps
- Experience in program management activities, including working knowledge of Earned Value Management System (EVMS)
Qualifications We Prefer:
- Advanced degree in Engineering or MBA, preferably cyber security, anti-tamper, or other (e.g., CISSP)
- Current Top Secret/SCI clearance is preferred
- Experience in and/or working with all engineering disciplines
- Experience working front end of the business activities, leading engineering development efforts, and managing progressively larger and more complex engineering efforts
- Experience with establishing or modifying customer requirements, processes and procedures to drive positive results within the business
- Experience with cost accounting structure and financial systems
- In depth knowledge of Cross Domain Solutions, Protective Technologies, and/or Cryptography
- Experience with Model-Based Systems Engineering (MBSE) and related tools (SysML, MagicDraw, Cameo, Rhapsody)
- Experience with Cyber Security and good cyber hygiene practices for secure systems
- Experience with NSA, AT, and CDS certification processes and working with these Government authorities preferred

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
