The Engineering Test and Technology (ET&T) Product Security Engineering (PSE) Operating Group and Functional Chief Engineer (FCE) organization seeks a motivated and talented Senior Project Management Specialist Lead. The selected candidate will provide direct support to the PSE Workforce Strategy team and partner to establish and deploy strategies to “Attract, Develop, Deploy, and Retain” a highly skilled and diverse Product Security workforce. This position can be based out of Arlington, VA; Oklahoma City, OK; Berkeley, MO; El Segundo, CA; Huntsville, AL; Ridley Park, PA; or Seattle, WA.
The ideal candidate will have a strong passion for people development and engagement and will collaborate with functional engineering partners in other engineering disciplines, with PSE Business Unit leaders and their Workforce managers, and with Government Operations, Legal, Human Resources and Finance partners to ensure our staffing processes, development resources, manager tools, and engagement materials align with Boeing’s Engineering mission to deliver world class engineering through exceptional talent.
You will have the opportunity to play a key role in various efforts & initiatives including:
Supporting the company-wide engineering strategy around utilizing External Affiliations (ETAs) and higher education outreach to cultivate and acquire a diverse talent pipeline
Integrating enterprise demand forecast, employing key metrics, and utilizing data analysis to identify and deploy actionable plans
Managing and working projects for monitoring, accessing, anticipating, and meeting PSE staffing requirements across the Enterprise
Ensuring PSE talent can rapidly gain access to tools and knowledge to help them successfully navigate their career experience at Boeing
Deploy functional staffing processes, to include keeping a pulse on the external hiring environment in partnership with Business Units to satisfy long range people plans (LRPP)
Enable engineering career pathing tools and resources aligned to enterprise strategy
Position Responsibilities:
Lead planning, coordination, execution of detailed workforce strategies across multiple business units to ensure fair and consistent implementation of relevant practices
Accelerate establishment and implementation of a PSE development strategy that streamlines the growth and learning opportunities across the Enterprise
Manage learning and training requirements and functional deliverables working with Procurement Agents and Supplier Management
Help establish and execute the strategy for the PSE global workforce
Lead the development of project plans and schedules to maintain the PSE skill health and Boeing Designated Expert (BDE) framework
Establish an operational rhythm for resource forecasting and staffing, ensure planning is complete, and maintain a sourcing strategy for Boeing employees, contract labor, and purchased services
Build relationships to gain support and commitment from others, promote ideas with enthusiasm, conviction, and assertiveness
Facilitate recurring meetings, technical exchanges and reviews involving internal and external organizations across multiple business units to fulfill strategies
Communicate plans and strategies with senior/executive leadership
Drive results using appropriate processes, tools, schedules, metrics, and data analytics
This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future.
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret clearance Post-Start is required.
Basic Qualifications (Required Skills/Experience):
Bachelors degree or higher
5 or more years’ experience managing or leading teams
5 or more years’ experience of working both independently and in a team environment
Experience preparing and presenting to executives
Preferred Qualifications (Desired Skills/Experience):
Experience in cybersecurity, security network architecture, embedded systems security, security testing and evaluation, network design, cyber physical systems or PKI infrastructure
Experience working across a team representing multiple skill areas with internal and external resources and customers
Experience with leading project execution to complete the work statement
Excellent decision making, resourcefulness, and accountability
Global strategy experience
Procurement or Finance experience
Talent management experience
Cross functional experience
Typical Education/Experience:
Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years related work experience or an equivalent combination of education and experience (e.g. Master+8 years related work experience, 14 years related work experience, etc.).

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary pay range: $100,300 – $156,400
