Northrop Grumman Aeronautics Systems has an opening for a Test Engineering Operations Manager 3 - Flight Test Organization (FTO) to join our team of qualified, diverse individuals within our Test and Evaluation organization. This leadership role is located in Edwards AFB, CA.
The Test and Evaluation (T&E) FTO is seeking a senior leader for the Test Operations team which includes program test pilots, test conductors, test directors, training and scheduling groups.
Responsibilities of the role include:
- Working alongside government test counterparts to develop, maintain, improve and adhere to Test Operations processes
- Developing and administering budgets, schedules and team staffing plans within program performance standards
- Resolving integrated technical and operational problems to meet established program milestones
- Supporting risk, issue and opportunity management
- Conducting regular briefings to program, functional and engineering leadership teams
- Building and maintaining a culture that empowers employees, establishes personal and team joint accountability, motivates team performance, encourages development, and supports innovation
- Supporting short- and long-term flight test operations planning, technical safety planning and test reporting

Basic Qualifications:
- Bachelors of Science degree in a Science, Technical, Engineering or Math (STEM) discipline and 9 years of relevant experience OR a Masters of Science degree in a STEM discipline and 7 years of relevant experience
- Must have 5 years’ experience in a Technical Lead or Manager role.
- Must have 5 years’ experience in a Flight Operations or Aircraft Operations role.
- Experience with Earned Value Management (EVM)
- Willingness to work a flexible work schedule that may include extended shifts, holidays, and weekends and support on call status for 24 hours-a-day, 7 days-a-week, 365 days a year
- Active DoD Top Secret clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation)
- Must have ability to obtain and maintain Program Access (PAR) within a reasonable period, as determined by the company to meet its business needs.
Preferred Qualifications:
- Experience is a USAF Combined Test Force (developmental or operational flight test environments)
- Excellent leadership, motivational, and communications skills
- Experience managing large material and labor budgets
- Experience leading large, diverse technical teams
- Graduate of recognized Test Pilot School
Salary Range: $170,000 - $255,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
