Position Summary


DRS Network & Imaging Systems in Cypress, CA is part of the Electro-Optical and Infrared Systems Group of Leonardo DRS and has over 30 years of experience in designing and developing electro-optical/infrared systems for surveillance and targeting applications. We are seeking a Principal Program Cost/Financial Analyst to support program finance functions, using Earned Value Best Practices for establishing / managing program cost, schedule, and technical baselines. Performs Earned Value analyses and prepares reports, both internal external, to ensure that contracts are within negotiated and agreed-upon performance objectives. Works with IPT managers and CAMs regarding their Budgets and EACs. Performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis using various Enterprise toolsets including Cost Point, EVMS forProject, and Microsoft Project. Conducts Estimate at Complete (EAC) analysis and prepares accompanying analysis and recommendations for presentation to various levels of leadership. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and estimate to complete.


Job Requirements:
Basic Qualifications and Required Skills
  • Bachelor’s degree in business, finance, accounting or related field and at least ten years of progressive experience in a government manufacturing environment
  • MA, MS and/or professional certification is highly desirable
  • EVM experience in the application of Earned value on programs
  • Financial Planning & Analysis experience
  • In-depth knowledge of the FAR, DFAR, CAS
  • Understand financial analysis principles and have financial analysis skills
  • Strong computer skills (MS Office Suite , MS Project, Cost Point)
  • Ability to obtain and retain a security clearance is required

  • Experience with IPMR preparation and reporting for DOD contracts

Job Duties and Responsibilities

  • Lead the establishment of Program cost, schedule, and technical baselines, in accordance with the Earned Value System Description for assigned programs
  • Provide direction for the program team on the key aspects of the Earned Value Management (EVM) lifecycle, including detail planning, monthly performance status, budget change request (BCR) creation, variance analysis and variance reporting, bottom-up Estimate at Completion (EAC), and other program-specific performance reviews
  • Provide Earned Value Cost and Schedule status, guidance and assistance to Program Office, IPT’s, and Control Account Managers (CAMs) to understand and utilize Earned Value data
  • Prepare and present Earned value Cost and Schedule status to key stakeholders
  • Assist in the preparation of both internal and external Program Reviews
  • Prepare and submit IPMR’s formats if required by contract
  • Ensure Earned Value Management (EVM) and financial information is correct and compliant to Program Performance Management Process
  • Ensure Estimate at Complete (EAC) is accurate and timely
  • Track financial performance of control accounts and project future spending profiles / funding requirements
  • Prepare, update, and maintain Work Authorization Documents (WADs) and change management process
  • Assist the Program Management Office (PMO) and/or functional management in preparing proposal cost estimates or other relevant cost data
  • Understand standards of conduct to include: conflicts of interests; improper practices; liability and fraud
  • Mentor, train and provide work leadership to less-experienced Financial Analysts
  • Support, communicate, reinforce and defend the mission, values and culture of the organization

U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.

 

The expected pay scale for this position is $101,237/year - $157,169/year. Should the level, location, or scope of the position change during the hiring process, the pay scale may be modified accordingly.
