JOB SUMMARY:

Responsible for the procurement of materials, supplies, equipment and services in a timely/cost effective manner. The goods or services may be purchased either for the use of the company, for the fabrication of parts, or for resale to VT SAA customers. (Specific procurement responsibilities vary. Each agent may not demonstrate all the essential responsibilities listed but could be held responsible for all task when necessary.)

ESSENTIAL RESPONSIBILITIES:

1. Review all procurement requests; solicit and evaluate potential suppliers; conduct negotiations; execute, implement and administer purchase agreements; develop forecast and procurement strategies. Define purchasing procedures with each new customer.
2. Purchase materials and services of specified quality, in the correct quantity, at the lowest possible cost, from a qualified supplier, in a timely manner to meet production schedules. Place orders through written or oral communications and/or computerized services. Resolve quantity, quality, pricing and transportation discrepancies with vendors, international departments, etc. Monitor aircraft re-deliver on time.
3. To attain a high inventory turnover, thereby diminishing excess storage, carrying costs and inventory losses as a result of deterioration and obsolescence.
4. Maintain continuity of supply, preventing production work stoppage. Purchase materials of consistent quality in order to deliver a quality product to our customer with each aircraft.
5. Develop reliable alternate sources of supply to promote competition in service performance and pricing. Minimize the cost of acquisition by improving the efficiency of operations and procedures.
6. Maintain organized and accurate records necessary for the purchasing department which provide an audit trail and assure efficiency and honesty.
7. Search for effective, new products which may increase productivity and reduce costs. Coordinate in house product testing and analyze results. Confer with users/management to implement product change.
8. Participate in “Make or Buy” decisions.
9. Resolve quantity, quality, pricing and transportation discrepancies with vendors and other departments within SAA (QN, Z4).
10. Occasionally support all the PL13 for outside services.

JOB SPECIFICATIONS: 
Good working knowledge or the ability to acquire skills in the following:

Proficient working knowledge of procurement; strong level of interpersonal and communicative skills; ability to deal with customers/suppliers/co-workers professionally and tactfully. Sound judgment and discernment; creative; analytical; multi-tasking. Knowledge of computer mainframe and PC software applications; proper records management skills.

WORKING ENVIRONMENT:

SUPERVISION: The incumbent normally performs the duty assignment at his or her discretion and is limited only by policies set by administrative or legislative authority. Total end results determine effectiveness of job performance.

INTERPERSONAL RELATIONS:  A strong level of interpersonal skills is required to maintain an effective relationship among employees, various departments, management and the public.

PHYSICAL ENVIRONMENT:  Essential responsibilities are performed in a climate controlled office but not limited to the office. Must be able to cope with stress and mental exhaustion due to the pressures of accomplishing set goals, meeting short deadlines, maintaining numerous projects simultaneously, employee confrontations and long work hours.

JOB QUALIFICATIONS:

EDUCATION:  Preferred 2 years academic studies at the college level, preferably in Marketing, Business or Communication, or equivalent combination of education and experience. C.P.M. certification a plus.

EXPERIENCE:  2-3 years in Industrial Purchasing of raw materials and/or 3-5 years in Aviation/Military related procurement.
