PAL Airlines is currently seeking applicants for the position of Aviation Security and Safety Control Manager.

This role is responsible for leading the PAL Airlines Aviation Security Program (ASP) while also overseeing the safety system and divisional controls in accordance with IATA Operational Safety Audit (IOSA), Basic Aviation Risk Standard (BARS), and Civil Aviation Authorities&39; requirements. The Aviation Security and Safety Control Manager ensures compliance with applicable security regulatory requirements for domestic and international operations and supports airline compliance and safety through oversight of the Security Management System (SeMS).

Duties & Responsibilities:

  • Manage the PAL Airlines ASP (SeMS Manual) in accordance with Domestic, Transborder, IOSA, and BARS program requirements.
  • Provide oversight of PAL Airlines’ security obligations and ensure adherence to the ASP, Safety Management System (SMS), and all relevant regulatory and industry requirements (i.e., Transport Canada, Foreign Civil Aviation Authorities, IOSA, BARS, etc.).
  • Ensure the ASP and SMS components, including those related to SeMS, are disseminated and implemented across all operational departments for both domestic and transborder operations.
  • Serve as the primary point of contact for Transport Canada, IOSA, BARS, and other Civil Aviation Authorities regarding aviation security and safety matters, including but not limited to regulatory compliance, security intelligence, and enforcement oversight activities.
  • Provide guidance to Operations departments, ensuring evidentiary conformance with PAL Airlines and regulatory standards.
  • Guide PAL Airlines’ risk management processes relevant to aviation security and safety. Develop an auditable regulatory compliance tool and guidance documents for use by PAL Airlines’ People Leaders to support compliance within their respective areas.
  • In accordance with the PAL Airlines SeMS and SMS programs, exercise risk management tools to identify vulnerabilities based on PAL Airlines’ security and safety risk management objectives.
  • Complete regular domestic and transborder security and safety assessments, set audit schedules, and provide direction and guidance to internal and external parties, where applicable.
  • Recommend appropriate risk management strategies where required.
  • Evaluate security and safety-critical processes of external service providers relevant to PAL Airlines aircraft and recommend appropriate risk management strategies.
  • Serve as a PAL Airlines Emergency Response Plan EOT member.
  • Identify and disseminate information and/or recommendations related to potential threats against Civil Aviation and operations, both domestic and abroad.
  • Ensure the effective integration of aviation security and safety controls within the airline’s overall operational framework.
  • Other duties as assigned.

Qualifications:

  • 5+ years of experience in commercial flight operations, with equivalent experience in aviation security, safety, and regulatory interpretation.
  • Post-secondary education in Aviation Security, Safety, and/or Executive Administration and Auditing would be considered an asset.
  • Excellent working knowledge of Transport Canada requirements for aviation operational security, IATA/ICAO standards related to aviation security, and BARS standards related to aviation safety risk management.
  • Previous experience working in the security and safety management system of a commercial air operator.
  • Experience conducting security and safety investigations, including the design and execution of corrective action plans.
  • Previous experience as an aviation internal security and safety auditor, or equivalent experience with knowledge and demonstrated experience of auditing principles, procedures, and methods.
  • Excellent time management, written and verbal communication skills; keen attention to detail.
  • Must be able to provide a Criminal Record Check upon hire and obtain and maintain Government of Canada Security Clearance and a Transport Canada CANPass for the term of your employment.
  • Must maintain a valid passport with the ability to travel on short notice both domestically and internationally when required.
