Job Description:
The Support Equipment Division Manager for the Kuwait KC-130J / Common Support Equipment (CSE) Program at Al Mubarak airfield in Kuwait is responsible for managing a performance based support platform that provides Organizational (O), Intermediate (I), and limited Commercial level maintenance support for all Common Aviation Support Equipment (CSE), Material Handling Equipment (MHE), and Palletized Systems Equipment used in support of the KAF KC-130J, L-100 and C-17 aircraft. .



This is a key position responsible for the operational and administrative management of all CSE used in support of the Kuwait Air Forces mission. These responsibilities involve day-to-day management of all CSE Personnel, programs encompassing aviation Support Equipment repair, daily schedules, Support Equipment Training and Licensing, Support Equipment Planned Maintenance System, upkeep of facilities and interaction with the customer on all aspects of supporting the Kuwait Air Force.



ESSENTIAL FUNCTIONS



  • Manage accountability for all contract employees and coordinate any and all on-site projects
  • Act as initial liaison with the customer to resolving any issues or concerns with the contract or contract personnel. Interface with and present proposed solutions to representatives of customers.
  • Focus on the customer and assist with customer contact on status and performance and anticipate and fulfill customer needs to ensure their satisfaction and mission success.
  • Administers and executes policies, processes, and procedures that affect employees and the workflow of the work unit.
  • Ensures all work is performed by technicians who are thoroughly trained and knowledgeable in operations and maintenance of the aviation support equipment specified in the individual skill classifications.
  • Participates, as a member of the management team, in formulating and establishing organizational policies and operating procedures for the program. Implements, coordinates, and manages all aspects of the CSE Program.
  • Ensures the correct implementation of company and program policies and procedures.
  • Reviews all reporting requirements to ensure they are accurate, clear, concise, and comprehensive prior to release.
  • Reviews technical problems, and procedures, and recommends solutions or changes to procedures.
  • Directs, implements, and continuously improves the quality of maintenance to achieve performance standards.
  • Directs, through intermediate personnel, workers engaged in inspection and testing activities to ensure continuous control over materials, facilities, and products.
  • Evaluates and develops improved techniques for the control of quality, reliability, and safety.
  • Provides timely delivery of required reports.
  • Provides a systematic and efficient method of gathering, analyzing, and maintaining information on maintenance and material defects that impact the maintenance program.
  • Directs, implements, and continuously improves the quality system to achieve performance standards.
  • Responsible for adhering to the Company Tool Control Program.
  • Recommends changes to processes and programs for the Site Managers approval.
  • Assists in equipment movement and flight line foreign object prevention walks.
  • Develops inspection, audit, and monitoring schedules to determine the condition of assigned equipment and proficiency of maintenance personnel.
  • Ensures Occupational Safety and Health Administration (OSHA) compliance for CSE personnel.
  • Write reports, business correspondence, and procedure manuals.
  • Read, write, and interpret instructions, technical manuals, and/or directives necessary for the accomplishment of the job assignment.
  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Define problems, collect data, establish facts, and draw valid conclusions.
  • Responds effectively to the most sensitive inquiries or complaints.
  • Indexes, organizes, and alphabetizing files, material, or data.
  • Comprehends and processes information rapidly and accurately.

  • Performs as a team member, contributing to the success of the KC-130J / CSE maintenance department.
  • Performs other duties and supervisory functions as assigned.


MINIMUM REQUIREMENTS / QUALIFICATIONS



  • Must be able to obtain and maintain at a Secret Clearance.
  • Must be able to adhere to and comply with all Kuwaiti Labor and Immigration requirements.
  • Must be United States (U.S.) citizen, have a high school diploma or equivalent, be able to read, write, and understand the English language.
  • Must be able to obtain a United States Passport. If you currently possess a United States Passport, it must have at least 24 months of time remaining before expiration.
  • Must have a valid U.S. Drivers License.
  • Minimum of 10 years of aeronautical Support Equipment maintenance management experience.
  • Minimum two years proficient leadership/management skills.
  • Must be customer oriented.
  • A minimum of two years of working with or implementing the requirements in the Naval Aviation Maintenance Program (NAMP) 4790.2 or equivalent experience with Air Force Instruction 21-101 and Equipment Maintenance Management.
  • Must have a strong working knowledge of Maintenance Administration functions, to include Support Equipment historical records, and must be able to identify and correct deficiencies with associated procedures/processes.
  • Must have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, COMSEC, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures).
  • Must demonstrate the ability to audit, administrate, monitor, and manage all applicable maintenance programs (ex. Tool Control, HAZMAT, Central Technical Publications Library, FOD, MetCal, Compass Calibration, Electro-Static Discharge, etc…) as required by local policies.
  • Must be a self-starter and have the ability to work with no supervision.
  • Must be dependable and timely in managing assigned tasks, and ensure the performance of consistent quality maintenance.
  • Must have the ability to communicate clearly and concisely, and direct personnel to complete daily tasks.
  • Must possess the ability to communicate professionally, in written and verbal capacities, to interface with squadron personnel and other supporting organizations.
  • Must have the ability to direct and monitor assigned personnel in the performance and conduct of assigned duties, when required complete counseling and evaluation sessions to document performance in meeting the demands of their assigned position.
  • Must be able to overcome cultural differences and think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with aviation maintenance, international contracting, and desert climate operations.
  • Must be willing to perform in-depth research, assist in troubleshooting, and oversee maintenance functions on all applicable systems and components necessary to return Support Equipment to a functional status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate aircraft inspections/repairs.
  • Must be willing and able to comply with all contractual Performance Work Statement (PWS)

  • Must be able to communicate directly with the customer, pilots, aircrew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure required Support Equipment is available for timely aircraft launches.
  • When issues arise, must be willing to supervise and assist maintenance personnel in the accomplishment of prioritized tasks necessary to facilitate the daily flight schedule.
  • Must be willing and able to deploy off-site as required to support Kuwait Air Force operations.
  • Must be able to work day shift, night shift or weekend duty and travel as part of a maintenance recovery team as required.
  • Must be willing and able to cover for other members of the management team during short periods of non-availability.
  • Must have an in-depth knowledge of technical orders/job guides/publications—read, interpret, follow, and comprehend schematic diagrams, drawings, charts, and technical publications.
  • Must have an in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations.
  • Must be proficient in the use of Microsoft Office Programs, including Word, Excel, and PowerPoint to create/modify briefs, spreadsheets, and formal requests/documentation.
  • Must have a working knowledge of and be proficient with (input and extract data) of computers, diagnostic software, and maintenance information systems.
  • Must be willing and able to work with the job required hazardous materials when necessary.
