The Flight Standards Service mission is to provide the safest, most efficient aerospace system in the world by setting standards, providing certification, and conducting oversight of airmen, air operators, air agencies, and designees.
Duties
The Deputy Director, Office of General Aviation Safety Assurance A, provides specialized technical assistance and advice on the organizations overarching priorities, specific goals, and strategic plans. The Deputy Director collaborates with colleagues, other Services/Lines of Business, and other agencies to identify methods to measure progress toward identified goals and priorities to promote safe air transportation by leading their organization in setting standards, providing certification, and conducting oversight of airmen, air operators, air agencies, and designees. The incumbent supervises subordinate division managers who provide executive-level oversight on assigned program areas. The Deputy Director oversees and provides day-to-day direction to a staff of approximately 890 employees within four divisions and administers an annual budget of approximately $380M.
Principal Responsibilities:
- Directs and guides a cohesive leadership team that implements clear strategic direction and operations for the organization; assures alignment across all organizational functions and programs, and fosters commitment to the values, principles, and objectives of the organization; and articulates and operationalizes clear organizational vision and aligns leadership strategy with business strategy.
- Provides executive oversight over the non-14 CFR Part 121 certificated entities, responsible for the certification, surveillance, and certificate management of all non-14 CFR Part 121 air carriers, air operators, airmen, and air agencies, including certificate holders within 14 CFR Parts 135, 141, and 145.
- Assures aviation safety and compliance through the oversight of 14 CFR Part 91 operations, airman education, compliance and enforcement, designee management, and aircraft accident and incident investigation.
- Creates and maintains a professional network by collaborating with FAA lines of business, other Department of Transportation modals and Federal agencies, Federal, State, and local law enforcement agencies, State and local governments, international aviation authorities, and aviation industry representatives to address issues impacting aviation safety.
