Boeing Defense, Space & Security (BDS) Maritime & Intelligence Systems (M&IS) has an exciting opportunity for a Deputy Program Management Specialist to join the Space, Intelligence, and Weapon Systems (SI&WS) team in Herndon, VA.

Space, Intelligence, and Weapon Systems (SI&WS) is focused on delivering complex solutions in some of the most challenging environments on Earth. This position will support the Mission Operations Portfolio area which design, build, test, deploy, operate, and maintain a wide variety of mission critical platforms and systems for commercial and government customers. This position will lead the design, installation, operation, security, and maintenance of dedicated Program Information Technology (IT) Infrastructure that is required to deliver products to our customers. The position will require the individual to support users at remote locations and work with virtual teammates across multiple time zones.

The selected candidate will perform a multi-disciplined range of management activities supporting the Program Manager (PM). This position will require the candidate to support the PM overseeing the management and operational needs of software development and execution of multiple task orders. The candidate will meet regularly with the customer to ensure issues are promptly resolved, to enhance communications and establish strategic relationships. Lastly, the successful candidate will team with program engineering personnel to design, deploy, and maintain effective cost-efficient information technology solutions that support the Boeing Defense Systems programs.

The selected candidate’s specific responsibilities will include formulating and enforcing work standards, assigning schedules, reviewing work discrepancies, conducting program management reviews, managing development of proposals, and communicating policies, purposes, and goals of the organization to employees.

Position Responsibilities:

  • Leads development of the program architecture and top-level plans for a program

  • Develops program organizational, work structures, top level program and execution plans

  • Identifies key program level horizontal and vertical integration interfaces between major activities, teams, suppliers, partners and customers

  • Facilitates the resolution of program issues

  • Supports the program manager in leading program execution by coordinating program metrics

  • Integrates the implementation of the Program Management Best Practices

  • Implements customer and program communication and contact plans

This position is expected to be 100 onsite.  The selected candidate will be required to work onsite at one of the listed location options.

This position requires an active U.S. Top Secret/ SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree or higher

  • 10+ years’ experience in program or project management

  • 10+ years’ experience preparing and presenting to executives, senior leadership, and external customers

  • 5+ years’ experience developing, documenting and implementing processes

  • 5+ years’ experience working with the financial EAC process, LRBP & Forecast process, budget baseline process, control account EAC process, and Cost Schedule Planning & Reporting (CSPR)

Preferred Qualifications (Desired Skills/Experience):

  • Current Tier 5 (T5), formerly known as a Single Scope Background Investigation (SSBI)

  • 5+ years experience in resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting

  • 10+ years experience in resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting

  • 5+ years experience in writing and editing documentation and deliverables

  • 5+ years experience working within multi-disciplined teams to resolve business impacting issues

  • 5+ years experience reviewing and proposing the Integrated Program Baseline (or resource loaded schedule) to the government

  • 3+ years experience in Agile Methodologies

  • SAFe Agile Scrum Master certification

  • Proposal experience as Capture Manager, Section Lead, or author

Typical Education & Experience:

Education/experience typically acquired through advanced technical education (e.g. Bachelor) and typically 14 or more years related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years related work experience, Master+12 years related work experience, 18 years related work experience, etc.).

Relocation:

This position offers relocation based on candidate eligibility. 

Travel:

Position may require travel up to 25 of the time.

Summary pay range: USD $146,200 – $197,800
