Job Description:

The Air Traffic Organization has 35,000 controllers, technicians, engineers, and support personnel whose efforts keep aircraft safe, separated, and on time. Flight Program Operations is responsible for all agency flight operations, and all aspects of FAA Flight Program safety, administration, operations, training, and maintenance. We operate a fleet of FAA-owned aircraft at eight facilities nationwide and establish standards for operating all agency-owned aircraft and aircraft/aircraft services.

Duties

The Deputy Vice President (DVP), Flight Program Operations manages all aspects of Federal Aviation Administration (FAA) Flight Program safety, administration, operations, training, maintenance, and policy. The incumbent oversees multiple missions in FAA aircraft (owned, leased, rented, and unmanned aircraft systems [UAS]), including aviation safety training; flight inspection; research, development, test and evaluation support; and critical event response/ transportation.

The DVP oversees and has direct line authority over six (6) groups comprised of approximately 500 personnel, including six (6) L band managers and twenty-four (24) K band managers responsible for flight program operations. The incumbent also manages a budget of approximately $100M.

Principal Responsibilities

  • Establishes operations, training, and airworthiness standards, in accordance with 14 Code of Federal Regulations (CFR) Part 135, for the management and use of FAA aircraft (owned, leased, and rented), including aircraft operated by and for the FAA.
  • Works with agency stakeholders to determine mission requirements and establishes standards for FAA aircraft and commercial aviation services (including UAS) in support of all FAA Lines of Business and Staff Offices.
  • Plans a controlled system of acquisition, operation, maintenance, and disposal of all FAA aircraft in accordance with 41 CFR Part 102-33. Develops and manages an evaluation process and criteria to assess the continuing need, use, and assignment of FAA aircraft.
  • Represents the FAA and Flight Program Operations on the United States (US) Government Interagency Committee on Aviation Policy and other committees/workgroups in the Vice President (VP), Flight Program Operations absence.
  • Ensures compliance with all applicable Federal directives governing civil aircraft operations by an entity of the US Government and serves as the focal point for the Office of Management and Budget, General Services Administration, and Department of Transportation requirements.
  • Oversees the technical operations of the service unit, including flight inspection services, to ensure the integrity of instrument approaches and airway procedures that constitute our National Airspace System infrastructure and the agencys international commitments.
  • Establishes and maintains communication channels and represents the VP in various sensitive dealings involving human resources, labor relations, and technical, political, and operational issues. Works closely with the VP and Directors to ensure that briefing reports, Congressional testimony, reports to Congress, and other critical external organizational entities are timely and responsive.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible leadership experience that is indicative of senior executive-level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

  4. LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  5. TECHNICAL REQUIREMENT: Experience leading, overseeing, and providing strategic direction in support of a civil aviation organization responsible for managing flight operations (safety, policy, maintenance, technical training, and aircraft acquisition and disposal) while operating in accordance with either 14 CFR Part 121 or 135 and/or 41 CFR Part 102.
