The Enterprise Services Center (ESC), headquartered at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma, is a premier provider of Federal Shared Services. Duties
The Director, Enterprise Services Center (ESC) provides executive leadership and strategic direction for this large and complex organization. The Director establishes corporate priorities aligned with Federal Aviation Administration (FAA) and Department of Transportation (DOT) goals, effectively managing the fiscal and human resources essential for organizational success. The Director is responsible for delivering high-quality, cost-effective products and services to multiple federal agencies and operating entities, encompassing information technology solutions, enterprise financial systems, information systems security, and accounting operations.
The incumbent oversees a workforce of approximately 635 federal and 330 contract employees in Oklahoma City and manages operations through more than 60 subordinate managers, supervisors, and ESC Deputy Director. The Director is responsible for the efficient and effective management of $180 million in annual operating revenue for the ESC, ensuring the delivery of high-quality services while maintaining financial oversight and operational excellence.
Principal Responsibilities:
- Oversees service delivery and performance of information management applications for FAA, DOT, and other Federal Government agencies. Provides financial operations services such as accounts payable, accounts receivable, financial statements, asset management, and payroll operations.
- Manages information technology solutions, including software engineering, applications development, systems hosting, help desk services, office automation, networking services, telecommunications, and media/printing services across multiple federal government agencies.
- Provides information systems security services for risk management to achieve Federal Information Security Management Act compliance. Conducts third-party assessments under the Federal Risk and Authorization Management Program (FedRAMP) process and validates an external organizations quality management and technical competence.
- Drives process improvement and cost savings through efficiencies and economies of scale. Optimizes internal ESC business operations through applied business acumen, continuous process improvement, and the application of emerging technology.
- Develops customer service standards, organizational mission and goals, governance models covering all stakeholders, and financial and quality-based performance standards.
- Leads innovation, modernization of technology, automation of processes, standardization of data and processes to achieve efficiencies while ensuring compliance with federal policies.
- Represents the ESC on highly visible, inter-agency, and national efforts that affect operations. Communicates ESC positions on strategic issues and initiatives to top officials of various Federal and private sector organizations.
