SPECIFIC RESPONSIBILITIES

• Responsible for the strategic direction, organizational development and growth within the department including an efficient and effective communication structure to the department while maintaining compliance in regard to safety, training, standards, audit, operations, technical and operational planning.
• Manages the Flight Dispatch budget, manpower planning, allocation of material, human and policies, communication and coordination (action plans, agenda, meetings).
• Manages medium to long term dispatch operational planning, as well as managing dispatch day of flight operations, overall management of Flight Dispatch staffing level requirements, workload analysis and distribution, recruitment, selection, development and performance reviews.
• Operating and optimizing the use of the Flight Planning system. Liaise with the Flight Operations Support to ensure all data is correct and set up to ensure that fully optimized flight plans can be generated and flown for all current and future routes. Co-ordinate with other divisions on all data maintenance aspects to ensure a quality product for Flight Dispatch and the pilot.
• Acts to ensure safe, secure and cost-effective flight planning and flight watch in accordance with all local and international government rules and regulations, on a daily/monthly basis, while adhering to branch and corporate policies and procedures.
• Defining and developing, documenting and implementing Dispatch working procedures in order to standardize the workflow within the dispatch department.
• Liaises with aircraft manufacturers and regulatory bodies on items relevant to Operational Control. Responsible for developing, distributing and maintaining cost efficient work schedules on an annual/ monthly/ daily basis considering training, vacation, competency checks, and operational requirements.
• Directing the development and continuous review of safety performance and key performance indicators and the ongoing review of performance monitoring within the flight dispatch department participate in the flight safety, ground safety action group effectively assuring actions are taken to mitigate risks.
• Liaise with internal and external stakeholders regarding items relevant to operational control.
• Responsible and accountable for identifying safety risks in accordance with risk assessment process and ensures that adequate risk mitigation steps are appropriately implemented in order to ascertain safety within the workplace.

EDUCATION and EXPERIENCE

• Educated to a minimum of high school certification, preferably with a university degree.
• A minimum of 10 years in airline operations with at least 5 years working in Flight Dispatch.
• A minimum of 2 years in a Managerial position.

• TRAINING and KNOWLEDGE


• Aircraft operations/ limitations/ requirements with regards to Flight Planning.
• Flight Dispatch Experience in all areas of the company network (EDTO, ETOPS, MNPS, RVSM, etc.).
• Knowledge of Navigational requirements.
• In-depth knowledge of Aeronautical Information Services, Air Traffic Management, State regulatory bodies, resources and processes, ICAO annexes and support Manuals.
• Knowledge of airspace and airport design criteria, flight planning, aircraft systems.
• Holds a valid Flight Dispatch license.
• Familiar with all microsoft applications and Eurocontrol/FAA Command Centre Portals.
• Fluent in verbal and written English.
• Familiar with Flight Planning Systems, preferably LIDO.
