Northrop Grumman, Mission Systems (NGMS) is looking for a Manager, Programs Level 2 to support our growing portfolio of classified production programs within the Advanced Mission Capabilities business unit’s Restricted organization unit onsite in Baltimore, MD. The selected candidate for this position will be supporting a Low-Rate Initial Production contract.
What Youll Get to Do:
The Program Manager is responsible for leading all phases of execution, from inception (proposal development) through completion (contract closeout).
Primary responsibilities will include but are not limited to:
- Lead and direct a cross-functional Integrated Program Team (IPT) to meet program cost, schedule and technical objectives.
- Ensure program team understands & adheres to the contract scope and support change management efforts.
- Develop and adhere to the Integrated Master Schedules (IMS).
- Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
- Manage program risks & opportunities including identification, mitigation and realization.
- Address workforce planning needs.
- Develop customer relationships and demonstrate commitment and energy to meet customer needs and program objectives.
- Cultivate customer intimacy to develop further opportunities within the customer community.
- Coordinate Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP).
- Government Property (GFE, CFE, etc.) tracking and management.
- Develop and deliver presentations to customers, executive management, and other program stakeholders.
- Support development of new business opportunities through long term strategic planning, capture planning and proposal development.
- Adhere to all internal processes, policies, and industry standards.
Basic Qualifications:
- Bachelors degree and 8+ years of relevant experience or a Master’s degree and 6+ year of relevant experience.
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead or integrated program team lead.
- Possess cross-functional collaboration experience with supply chain, manufacturing, mission assurance, business management, and/or engineering.
- Experience as a cost account manager.
- Experience utilizing Earned Value Management (EVM).
- Experience managing communications with all stakeholders, both internal and external, and creating trusted customer relationships.
- Prior production experience serving in a leadership role in some capacity (i.e. Operations Program Manager, Program Manager, IPT lead, Project Manager etc).
- US Citizenship.
- Active U.S. Government DoD Secret security clearance with full investigation within the last 6 years at time of application, with the ability to obtain a SAP clearance after starting.
Preferred Qualifications:
- Experience in manufacturing, global supply chain, or engineering.
- Experience on a production program as a cost account manager.
- Experience supporting low-rate initial production contracts concurrent with EMD development.
- Experience managing communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.
Salary Range: $149,400 - $224,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
