They will be responsible for the payment processing and accounting for over $6B of annual spend, including related audit recoveries. The position is also responsible for all systems-related projects and enhancements including systems upgrades, internal data solutions, research & development, design, implementation, testing and systems documentation, vendor or supplier enablement, and post-implementation solutions.
Responsibilities: Responsible for managing the accounting operation involving aircraft user fees such as landing and navigation fees and other airport fees, and aircraft fuel accounting.Provide guidance & advice to the branch financial officers on Air Canada accounting policies related to the areas under the position’s responsibility.Responsible for the direction of work for the department and establishing priorities amongst the department.Manage and provide direction for organization and process change initiatives, both in software applications and business processes, to realize cost and quality improvements within the various payment processes. Collaborate with Information Technology to maximize the functionality of payment systems (PAICE, General Ledger (G/L), Ariba)Define staffing criteria to meet unit needs, make related staffing decisions, and develop performance expectations. Evaluate performance of Lead Finance Agents.Responsible for developing work plans and standards for a variety of assignments and projects and coordinating with staff.Responsible for providing guidance to Air Canada subsidiaries and other parties, such as Rouge on accounting policy and process matters related to fuel, user fees and property rentals.Oversee the over flight/Landing fees audit process. Oversee the management of fuel vendor prepayments on a weekly basis to reduce operational risk and cash flow management.Oversee the management of the Sales/Exchanges account to ensure proper and timely billing (cash flow implications)Responsible for working with the Director, Fuel /De-icing Services & Renewable Fuel. when new contracts are negotiated to ensure proper billing & settlement.Review all existing fuel contracts to understand and manage the prepay account.Work with the Director, Fuel/De-icing Services & Renewable Fuel and develop a weekly cash flow forecast. This is to be provided to the Assistant Treasurer on a weekly basis.Oversee the management and reporting of audit recoveries for aircraft fuel. Our current run rate is approx. $6M per year, however, with direct supervision, we expect to increase this number.Oversee the management and performance of audit recoveries for aircraft fuel handling expense. Oversee the accounting of aircraft fuel expenses to ensure that all expenses are recorded in a timely and accurate manner. Review and provide guidance to ensure that all adjustments (supplier reports vs. Paice rec. and Flow trans. Variances) processed in a timely manner (Paice).Review and sign off on the PAICE or G/L reconciliation.Oversee the Inventory tax information for YUL to ensure that it is accurate and provided by day 5. Work with commodity tax group to provide timely detail on sales taxes in Quebec, import taxes in other provinces and carbon tax in British Columbia related to fuel inventory.Responsible for ensuring the reconciliation and review of all fuel, and airport user fee accounts, including fuel inventory and related payable accrual accounts. Strong knowledge of the accounting process within Paice to be able to assist staff with queries related to ad hoc and ongoing issues.Work with the Petroleum Administration group. on other fuel related issues as required (PAICE replacement, budget, monthly variance analysis etc.).Oversee the accounting and collection of incentive credits that are being negotiated by Corporate Real Estate with Airport authorities regarding landing and overflight fees.Oversee the audit and recovery of Aircraft user fees (landing and over flight fees).Responsible for establishing and maintaining internal controls for Fuel & Airport User fees including maintenance and management of 52-109 internal control documentationReview and approve account reconciliations as required Work with internal and external audit for quarterly and annual sample testing Continuous improvement of established policies and proceduresOn a quarterly basis, sign off on a certificate regarding air navigation charges and confirm that major Canadian air authorities and their payments are in good standing
QualificationsBachelor’s degree in Finance, Accounting, Business Administration, or a related field. Minimum 5 years of relevant experienceAccounting designation, a strong asset (or equivalent experience).Knowledge of payment processing and audit &validation practicesWorking knowledge of PeopleSoft Financials (GL, AR, BI)Familiarity with technical environments (IBM, CGI, Netline, FSIS (Flight System and Paice)Proficiency with PC Software (MSOffice, Word, Excel, PowerPoint)Excellent interpersonal and communication skills.Proven management, leadership, and team-building skills.Excellent analytical skills.
