Job Summary

Under the limited direction of the Director, Airport Security, is responsible for the Pittsburgh International Airport (PIT) security compliance initiatives and programs to ensure proper management, implementation, effectiveness, and compliance with the Transportation Security Regulation (TSR) Part 1542, applicable Security Directives (SDs), and the Airport Security Program (ASP). The incumbent will also develop, implement, and enforce the Security Violation Program, inclusive of security violations observed by employees under Airport Rules and Regulations, the ASP, and/or federal partners.

Here is how the Manager, Security Compliance will help:   

  • Oversee the operation of the Airport ID badging office to ensure correct credentialling of all airport badge holders and proper maintenance of the credentialing database.
  • Develop, implement, and manage security programs such as inspection and audit programs, including developing project goals and metric tracking. Ensure compliance with TSA-issued SDs and regulations, ASP, and other departmental policies and procedures.
  • Prepare capital budget requests and justifications for future Projects.
  • Initiate corrective action, including proper notification, for any non-compliance with the ASP and applicable Security Directives.
  • Serve as a liaison with TSA and other federal/local law enforcement agencies as an alternate Airport Security Coordinator (ASC).
  • Manage contracted services such as security access control system, guard services, and law enforcement, ensuring contractual compliance, invoice review and accuracy, budget preparation, and budget/actual variance awareness and explanations.
  • Conduct periodic inspections of construction projects and audits of airport personnel access control identification media.
  • Conduct, record, and report on audits of tenant-controlled lock and key systems, including de-briefing the tenants and following up to ensure findings were closed out.
  • Perform routine assessments of all PIT security systems, procedures, and access control devices, providing written reports and improvement recommendations.
  • Review the ASP for continuous improvements and provide recommendations on updates, amendments, or areas to be destroyed.
  • Assist in developing, implementing, and/or administering various security measures and systems, including managing the terminal’s computerized access control system and closed-circuit television (CCTV) system.
  • Research industry/market trends and analyze business needs to recommend innovative technologies, policies, and procedures to advance/enhance airport security.
  • Oversee the daily and monthly billing, tracking, and processing of all payments for contract guard services.
  • Manage additional projects assigned in order to expand capabilities and to expand knowledge of airport security.
  • Attend training, seminars, and conferences for continuous professional development opportunities
  • Performs other related tasks as assigned or required.

Qualifications

Requirements to apply for the role of Manager, Security Compliance are:

  • Bachelor’s degree from an accredited four-year college or university in Aviation Management or a related field.
  • Five years related experience in developing and/or managing security programs. Aviation experience is a plus.
  • Current certification as an Airport Security Coordinator (ASC), or ability to acquire within one year of appointment
  • Possess, or obtain before employment, a valid driver’s license. Note: License must be maintained throughout employment

 

We also expect that candidates will demonstrate the following knowledge, skills, and abilities in most cases:  

  • Considerable knowledge of current TSA security regulations and Security Directives.
  • Considerable ability to exercise sound judgment and resourcefulness.
  • Considerable ability to manage multiple projects and meet deadlines
  • Proficient in Microsoft Office Software including Word, Excel, and PowerPoint.
  • Knowledge of airport security systems that support ID media credentialing processes, security access control, and CCTV systems.
  • Knowledge of financial and business concepts, including the policies, practices, and techniques of general management and administration.
  • Travel 5 to 10.
