In helicopters, Airbus provides the most efficient civil and military rotorcraft solutions worldwide.  As a recognized world leader in aviation, Airbus has established itself as the first to offer a flight tested High Altitude Platform System (HAPS) called Zephyr for use cases including cellular connectivity, earth observation, government, and mobility.  The Zephyr aircraft will form the backbone of a new HAPS as a service (HaaS) business model to be offered worldwide.  Airbus has established a dedicated business entity - Aalto HAPS - solely for its HaaS business, is seeking third party investors and intends to spin out its HaaS entity through an IPO or similar transaction.  We are currently seeking qualified candidates to fill a number of key positions within the company.

Description of the job

Airbus’s Zephyr is an innovative, unmanned, solar-powered HAPS that can stay aloft in the stratosphere for months at a time. This provides unique station keeping, persistent, yet flexible service enablement, one of which is connectivity. (Direct to Device and Terminal to Terminal including broadcast relay).

This role is focussed on identifying key regional markets for access, and securing necessary approvals, authorizations, licenses and assignments of relevant spectrum frequencies in each geographic market that Aalto HAPS wishes to offer connectivity services.

This role will interface and support the needs of the business across Spectrum Management, Strategy, Innovation, Business Development, Marketing and Sales, Programs, Service Delivery, and Fleet Operations.   You will be tasked with recruiting necessary staff, building and managing a team, and executing on a go forward plan pursuant to a budget.  You and your team will engage with multiple government regulators, agencies and ministries in various geographic markets targeted by Aalto HAPS for services.

This position reports to the General Counsel/Chief Legal Officer of the company.

Tasks

In interaction with the main stakeholders of the areas identified above, you will develop and define the relevant strategies and action plans for successful market access authorizations by:

- Forming a deep understanding of the business needs and targets in terms of technology and market challenges;

- Coordinating and working closely with our spectrum management team to develop and implement a global technical/regulatory strategy to ensure proper access to markets;

- Research, identify, analyse, and recommend targeted markets (define regional and local market access priorities based on factors such as Zephyr flight optimization, business growth potential, attention to infrastructure spend, etc.);

- Prepare and submit all types of applications for authorisations (landing rights, cellular network, service provision, carrier, experimental/test, segment-specific, gateway) as well as licence renewals, modifications and updates to regulators for market access in support of routine operations;

- Meeting, engaging and negotiating with wireless telecommunications regulators (and other users of wireless spectrum such as MNOs and FSS operators as necessary/appropriate) for market access rights and coordination agreements;

- Track proposed and pending legislation globally that would impact market access in targeted markets necessary or desirable for our business;

- Prepare new radio frequency authorizations, modify and delete existing radio frequency authorizations to reflect changing business requirements;

- Ensure on-going compliance with national policies and market access conditions, particularly with respect to use of radio frequency spectrum; and

- Maintain a database of licenses, authorizations, renewals, plus contacts, supporters, assistants, representatives, delegates, etc., for each country, and prepare progress reports for executive management on a timely basis.

Skills

We are looking for candidates with the following skills and experience:

- B.A./B.S. or equivalent degree, with post-graduate degrees preferred

- Minimum 5&43; years direct hands on experience in market access issues, developing and executing market access plans and securing market access rights, licenses and other authorizations and obtaining renewals;

- General knowledge in the organizational structure and operation of national wireless telecommunications regulatory bodies including, e.g., regulators in the Middle East, Latin America and Africa; 

- Prior experience crafting license applications to regulatory bodies, and negotiating market access rights and coordination agreements with third parties including MNOs, FSS operators and other uses of wireless spectrum;

- Familiarity with wireless telecommunications protocols, systems and technology, especially mobile cellular technology, with some familiarity in HAPS technology preferred;

- Project management experience dealing with complex regulated business operations;

- Strong leadership and “take charge” skills, must be a self-starter who can develop a plan, present and obtain executive approval, execute the plan and function with minimal oversight;

- Prior experience recruiting, building and managing a market access team across multiple geographic regions;

- Team player and at ease with multi-national work culture;

- Proven ability to influence others, especially governing bodies such as telecommunications regulators and industry organizations; and

- Fluent in English, multi-lingual preferred.

This role will involve frequent and extensive (possibly >50) business travel worldwide, in some cases for extended periods.  You must be able to travel accordingly.
