Program Manager (PM) / Task Order Manager (Mi-17)

Contingent Upon Award

Position Description

The Program Manager/Task Order Manager is responsible for the implementation, oversight and execution of Contractor Logistics Support (CLS) in support of Mi-17 Rotary Wing operations at multiple forward based / OCONUS locations. The Manager is responsible for personnel management and logistics, maintenance, equipment and materials needed to conduct day to day operations. Daily responsibilities include the management and oversight of forward deployed personnel, supply chain management, sustainment of repair of repairables, material procurement, and maintenance operations in support of program objectives and requirements. The PM is responsible for overall compliance with contract terms. Additionally, the Program Manager/Task Order Manager will assist in the development of future opportunities/activities and perform other duties, in order to meet the needs of the U.S. Government and end user currently in Afghanistan.




Responsibilities
•Reports to the Program Director, ARMA Aviation.
•Responsible for the implementation, oversight, and execution of all in-country operations.
•Responsible for the management of personnel, logistics, equipment, and materials needed to conduct day to day operations.
•Responsible for overall compliance with contract terms and monitors/directs team members compliance based on requirements and schedule.
•Profit and loss responsibilities in support of program and executive management corporate level goals.
•Manages daily project operational schedule/requirements and communicates them to the team for implementation and execution.
•As the on-site lead, has authority to act on behalf of ARMA Aviation on matters specifically relating to this contract and daily operations.
•Manage and maintain accountability of program property and government purchased Contractor Acquired Property (CAP).
•Provide daily, weekly and monthly reports, as directed in contract, to various government agencies detailing current programs and objectives, future objectives, and forecasted requirements, to include any issues and/or recommendations.
•Will provide direct interface with the U.S. Government representatives on-site in Afghanistan to ensure that we are providing only the highest levels of support.
•As a member of the ARMA Aviation team and manager within the company, sets the example for the professional work ethic, teamwork, and puts the needs of the company ahead of personal or project goals.



Knowledge, Skills, and Abilities
•Strong team leadership and project management skills.
•Proactive, results driven, and a keen sense of urgency.
•Experience integrating, working with, and briefing members of the US military/government, US Embassy and international government/military officials.
•Able to develop relationships with new customers and maintain current client relationships to further business opportunities.
•Ability to create proposals, budgets, and project plans with technical teams in alignment with business development representatives and executive management.
•Skill and experience using MS Office products including Word, Excel, PowerPoint, Project, Access, and Outlook.
•Excellent communication skills and the ability to present information to all levels within the organization and communicate data administration concepts to management and staff.
•Must be able to obtain a passport for OCONUS travel requirements.
•Must be able to pass/qualify for all CENTCOM CRC medical and training requirements
Job Requirements:

Experience and Abilities
•15 years of experience in operational leadership/management roles is required.
•Prior service military experience highly desirable
•Rotary Wing rated crewmember preferred with strong background in the planning and implementation of aviation-related maintenance and flying operations programs.

Education Requirements
•A Bachelor of Arts or Science Degree required
•Master’s Degree in a relevant field is highly desired
•Security Clearance: Must be able to obtain and hold TS clearance.
•Must be able to pass civil and criminal background checks




Physical Requirements/Working Environment

•Living and working conditions at assignment location could be remote and uncomfortable.


•Long hours, exposure to weather and hazardous conditions.


•Personnel should be aware of moving on short notice and under adverse conditions.


Travel will be required and will be performed under the guidelines of Federal Travel Regulations (FTR) and/or Joint Travel Regulations, Volume II (JTR).
