As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.

Serves as the Program Manager of the Real Property Strategic Planning & Portfolio Management Branch within the Aviation Property Management Directorate.

Duties

The incumbent is responsible for strengthening agency capability to effectively manage property through coherent policy and guidance, transformational strategic initiatives, and business-minded portfolio planning.

Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Provides leadership and direction for the employees within the Branch engaged in the following functional areas:

Property Policy & Guidance- Develops coherent, concise, and effective property policy and guidance for agency personnel. Effectively communicates policy and guidance to agency stakeholders and property practitioners. Ensures alignment between policy, training, and practices. Assesses policy and guidance effectiveness and adjusts, creating a continuous improvement mindset.

Strategic Initiatives -Identifies and develops transformational strategic initiatives to strengthen property management throughout the agency. Builds support for important strategies by communicating compelling business rationale to Agency leaders and decision makers.

Portfolio Planning - Develops a commonsense portfolio planning process within a defined prioritization, financial analysis and investment decision-making framework. Provides guidance to senior Agency leaders on planning considerations. Facilitates a seamless transition of projects from portfolio planning to the Strategic Planning & Project Management Division, APM-300, for project execution. Assesses portfolio planning effectiveness and adjusts, creating a continuous improvement mindset.

Serves as an expert in regard to providing executive-level briefings to FAA senior management.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO.

Applies a detailed knowledge of budget/finance, planning, schedule development and management, risk management, staffing management, and other administrative policies and procedures. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience with real property portfolio planning. Experience in policy development related to life-cycle property management.
