Summary
CAE USA at Wright Patterson AFB, OH is seeking a dedicated and experienced Program Manager to lead and manage a leading edge research, engineering design and development team. CAE USA is a leader in advanced simulation and training technology development and training systems support for domestic and international military training.
The Program Manager will join the Adaptive Technologies for Force Readiness (ATFR) leadership team to oversee operations, manage resource planning/forecasting, and contribute to the development of organizational strategy across various project/task orders, both internal and external. Will manage Projects Leads and Task Order Leads over a variety of Research and Development simulation testbeds at Wright Patterson Air Force Base, and various deployed sites, in support of the US Air Force Research Laboratory, Human Performance Wing.
ESSENTIAL DUTIES AND RESPONSIBILITIES

u00B7 Develops contractsu2019 overarching vision and strategies to meet customersu2019 needs and address issues within bounds of the contract
u00B7 Promotes vision and implements strategies via mentorship, guidance and direction to contractor force and coordination with customer
u00B7 Performs financial analysis including integration of financial planning and program/budget execution.
u00B7 Develops planning, programming, and budgeting documentation, including revised plans necessitated by development requirements or adverse budgetary decisions.
u00B7 Complete miscellaneous company program management requests for monthly, quarterly and annual overhead budget forecasts and reports.
u00B7 Prepare program development objectives and schedules for all phases of program development
u00B7 Responsible for managing assigned programs. Monitor and manage day-to-day progress of programs
u00B7 Coordinate and develop program plans including marketing and financial
u00B7 Manage programs performance to the plans to include performance of subcontractors
u00B7 Participate in overall program management discipline evolution within the organization
u00B7 Experience working with military customers and products
u00B7 Lead the production of viable cost proposals in response to customer demands and marketing trends
u00B7 On occasion, provide support for simulation products and services to produce FAR- and DFAR-compliant proposals
u00B7 Participate in key sales situations and negotiations for the program
u00B7 May be responsible for marketing new technology or follow-on business acquisition
u00B7 Oversee program budgets and schedules to include subcontractors
u00B7 Maintain communications and contacts to collect and analyze technical, financial, schedule, and sales information for current and future programs
u00B7 Develop and maintain a prioritized list of customer and market requirements for support services
u00B7 Extensive knowledge of the manufacturing/ engineering market in flight simulation and training
u00B7 Review weekly labor actuals to verify labor charging accuracy for both CAE and subcontractors
u00B7 Communicate charging guidance and remaining tasks, hours, budget to ATFR management and staff
u00B7 Review and approve BOEs and ROMs for estimates on new projects
u00B7 Ownership of resource forecasting in internal headcount/material forecasting/planning tool
u00B7 Author operations status charts and coordinate contractor management weekly team sync meetings
u00B7 Meets with customer weekly to discuss project status and issues, manning, and funding requirements
u00B7 Meets with key contractor team members (CAE and subcontractor) weekly to discuss project status and issues, manning, and funding requirements
u00B7 Manage and track new and future work to identify staffing assignments and needs
u00B7 Evaluates and suggests alternative or corrective actions on the project/task order under consideration, and on the overall utilization of resources.
u00B7 Participates in monthly Independent Project Reviews (IPR) providing leadership with program status and schedule/budget updates
QUALIFICATIONS AND EDUCATION REQUIREMENTS
u00B7 Bachelors degree in technical field with demonstrated management experience
u00B7 Minimum of four yearsu2019 experience in program/project management within the research and development environment.
u00B7 Expert knowledge of program budget and schedule development and management
u00B7 Experience managing the development of successful, highly-complex proposals
u00B7 Able to communicate both verbally and in writing, with good interpersonal skills. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries and complaints from customers, regulatory agencies, or member of the business community. Ability to effectively present information to top management, public groups, and/or Board of Directors.
u00B7 Advanced mathematical skills are required. Possess complex financial managerial skills to include budgetary and proposal activities. A basic knowledge of accounting is mandatory. Possess complex financial managerial skills to include budgetary and proposal activities.

u00B7 Able to reason, plan, direct, and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company as a whole. Must display tact and self-discipline necessary to interface effectively with customers, vendors, and all levels of management, employees, and the general public.
u00B7 Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
PREFERRED SKILLS
u00B7 PMP preferred
u00B7 Preferred candidate will possess at least a Masteru2019s in Business Administration or Physical Science.
u00B7 Prior military experience a plus.
u00B7 Familiarization of Modeling and Simulation systems a plus.
u00B7 Prefer candidates with current Department of Defense (DoD) security clearance.
