Job Description:

The Mobile Sensors program performs Operations and Maintenance (O&M) for a ship based marine mobile platform with complex multi-mission radar and communication systems which have a sophisticated command & control computing structure, along with communication interfaces and support sub-systems. These systems and the program assigned employees, which include represented members (union), are tasked to primarily operate in the Pacific Commands (PACOM) Area of Responsibility (AOR). Our program ensures the COBRA KING (CK) Radar and communication systems are ready for operation 24-hours a day for 7-days a week and can support mission operations on very short notice.

The Mobile Sensors Management Office (MSMO) is seeking a Project Manager to assist in creating program deliverables and organization of project documentation. This role will work at the program office on Patrick Space Force Base (PSFB), FL, facilitating collaboration with Key Subcontractors along with Program and Functional Support team members, and is a direct report to the Mobile Sensors Deputy Program Manager.

This position involves OCONUS/CONUS travel; ~10

  • Additionally, potential for extended at sea deployment onboard vessel ~30 days a year
Job Responsibilities:

  • Oversees and manages ongoing projects operational aspects and liaises between program management and subcontractors.
  • Analyzes data and monitors program to ensure adherence to subcontractors scope of work, cost, schedule, and technical specifications, and identifies trends and opportunities for improvement.
  • Coordinates and assists in the drafting of Supplier Statement of Works (SSOWs)
  • Prepares and presents status reports to program management.
  • Communicate program reporting requirements to team members and ensure data collection and integrity.
  • Create project briefings for the Program Manager and stakeholder review.
  • Document program performance/project data in regular contract deliverables.
  • Develop mechanisms for monitoring project progress and problem-solving with program management.
  • Understand company policies & procedures.
  • Other duties as assigned within the MSMO.
Significant Additional duty: Program Security Manager

  • Implement security procedures in compliance with AFTAC/SO guidance for access to controlled areas that includes maintaining an updated access control roster that documents authorized individuals, both permanent party and visitors, and required clearances for each controlled area.
  • Support to the program in the development and sustainment of a Program Protection Plan (PPP)
  • Oversee Automated Information System (AIS) Security IAW Government requirements.
  • Oversee Communications Security (COMSEC) Operation, Control, & Account Management that ensures the establishment and maintaining of COMSEC accounts IAW the AFMAN 17-1302-O series instructions and associated directives and materials.
  • Develop and oversee a program led Computer Resources Management Plan (CRMP).
  • Support will be given to program office, our deployed team and systems onboard the USNS Howard O. Lorenzen within the PCAOM AOR.

Qualifications:

  • Comfortable multitasking and handling multiple requests from different individuals and departments.
  • Must be proactive in the mitigation of challenges and issues.
  • Understanding of, and experience creating, program management processes, tools, and deliverable products to include Work Breakdown Structures, project scheduling, Program Management Reviews, and periodic project status reports.
  • Prior experience and ability to lead through ambiguity and short deadlines.
  • Strong organizational and presentation skills.
  • Proficient in MS Office (Outlook, Word, Excel, PowerPoint).
  • Experience with DoD programs.
  • Ability to work quickly, efficiently, and independently in a dynamic office environment.
  • Active Secret clearance; must be able to obtain Top Secret.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security
Desired Skills:

  • Current U.S. Passport with a minimum of 1 year before expiration and 3 blank pages.
  • Proficient with MS Office Project.
Education Requirements:

  • Bachelor of Arts (BA) or Science (BS) Degree from an accredited university/college and a minimum of 4 years prior relevant experience, or 6-8 years of relevant experience in the absence of a 4 year college degree
