Purpose of Position

The Responsible Sourcing will lead the development, implementation and expansion of responsible sourcing strategies and small business programs. This role will ensure the compliance with Department of Defense Small Business subcontracting requirements, as well as strengthening supplier relationship management programs. This role will help embed environmental, economic, and social risk mitigation strategies and small and diverse supplier opportunity creation within the company’s global supply base. This role will collaborate, cross-functionally, cross-divisions and cross-categories to support procurement and other internal stakeholder groups.


Tasks and Responsibilities

  • Small Business Program Leadership for defense and government contracts/programs

  • Provide assistance in the bid, proposal and contract preparation process including assistance with the development of identification of small business subcontractors.

  • Perform small business outreach by identifying small businesses and working with small business associations

  • Develop and/or review Small Business Subcontracting Plans in bids and proposals.

  • Lead DCMA Small Business audits.

  • Track small business progress; prepare and submit semi-annual Individual Subcontracting Reports (ISRs), Summary Subcontracting Reports (SSRs), and additional reports as needed.

  • Review and approve small business plans and reports from Lower-Tier Subcontractors.

  • Review and manage updates to small business program policies and procedures and lead communication and training efforts with contract managers, subcontract managers, procurement and other internal stakeholders to ensure awareness and compliance will all program requirements.

  • Responsible Sourcing Program Leadership

  • Partner with legal, compliance, procurement and supply chain to maintain a current Supplier Code of Conduct that is embedded in contracts and sourcing practices and support Supplier Due Diligence policies and procedures.

  • Develop and implement a supplier relationship management program, supplier risk management assessment, and monitoring tools and practices.

  • Develop internal policies, practices, and scalable processes to embed responsible sourcing criteria in bidding, strategic sourcing and procurement activities and drive efforts to increase small and diverse supplier partnerships and spend across the organization.

  • Act as a champion for Responsible Sourcing and lead the development of internal employee educational materials and training events to raise awareness and drive compliance with internal and external program requirements.

  • Engage with local and national supplier membership organizations (e.g. NMSDC, WBENC) to stay abreast of industry standards, trends and best practices and participate in conferences, events and other outreach efforts to cultivate supplier relationships.

  • Lead the exploration and analysis of sustainability programs and data collection/reporting options to assess environmental impact associated with supplier relationships.


Job Requirements:
Minimum Education

Bachelor’s Degree in Procurement, Supply Chain, Business, Finance, or a related field.

Minimum Experience

5+ years of related experience, including involvement with US Government contracting or procurement activities.


U.S. PERSON REQUIREMENT

Due to compliance with U.S. export control laws and regulations, candidate must be a U.S. Person, which is defined as, a U.S. citizen, a U.S. permanent resident, or have protected status in the U.S. under asylum or refugee status.

Knowledge, Skills, Abilities
  • DoD experience
  • Experience with FAR 52.219-9 compliance
  • Familiarity with Small Business Federal Acquisition Regulations (FAR) requirements, including the small business reporting process such as Individual Subcontract Reports (ISR) and Summary Subcontract Reports (SSR), and with DCMA Small Business Audits
  • Experience with supplier diversity program development, diversity sourcing strategy, analytics, supplier development, and working with diverse supplier networks, including managing outreach efforts and developing reporting or dashboards to track activity.
  • Experience leading supplier relationship management efforts, including supplier segmentation, KPI reporting and structuring recurring business review discussions.
  • Experience with the development and/or management of day-to-day supplier risk programs and development of risk assessment methodologies, internal controls, processes, and principles related to direct and indirect procurement
  • Strategic thinking and ability to influence on multiple levels of the organization.
  • Excellent interpersonal, writing, and verbal communication skills, especially in front of peers and executive audiences.
  • Strong process management skills, quantitative skills and a data driven approach to managing spend, suppliers and solving problems.
  • Ability to multi-task, prioritize, work independently, and keep a high level of focus.
  • Demonstrated ability leading continuous improvement initiatives to streamline business processes by removing process/technology bottlenecks.
