We are seeking an experienced Senior Manager, Contracts to lead and oversee a portfolio of large, highly complex U.S. Government and Commercial contracts, primarily in the areas of Civil, Commercial, and Department of Defense (DoD ) programs. Support new business capture and manage an existing portfolio of contracts ranging from engineering studies, development, production, and sustainment. This role will be an integral part of the business team providing strategic solutions and dynamic recommendations to leadership regarding contractual issues and proposal strategies.
What You Will Do
Strategic responsibility for shaping future of Raytheon through capturing follow-on and new business as well as maintaining and growing current programs
Proposal development and negotiation, pre and post-award contract execution
Review Request For Proposals (RFP) for requirements & risks, ensure proposed solutions meet customer requirements, address all risks and meet company policies and standards
Serve as a valued business leader and partner to drive creative and competitive contracting approaches
Develop and execute negotiation strategies that comply with company policies, mitigate risk and maximize business goal
Provide sound contract leadership to meet customer obligations, achieve company objectives, and comply with company policies
Customer engagement and collaboration
Develop strong contractual relationships with the U.S. Government and Prime Contractors
Advise senior leadership and program stakeholders of contractual rights and obligations and mitigation of contractual/program risks
Travel to visit customers as required (anticipated to be less than 10 of the year)
Qualifications You Must Have
Typically requires University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience
U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required. https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62
Experience with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and other related government regulations and various contract types (Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Time & Materials (T&M), Other Transaction Authority (OTA)) and Prime Contractor flow-down provisions
Experienced in sole source and competitive procurements, including development and preparation proposals
Qualifications We Prefer
Experience in managing NASA, NOAA, DoD or commercial contracts
Experience briefing and interacting with senior and executive leadership
Customer interface and negotiation experience
Ability to identify risk and understand financial implications; strong analytical background
Effective team member; conduct clear, concise and frequent communication with stakeholders
Professionalism, responsiveness and ethical conduct.
Leadership skills to include strategic thinking, customer focus, performance and results orientation, and influential communication both written and oral
Knowledge of intellectual property issues and software licensing terms
Highly proficient in Microsoft Word, Excel, Power Point, and Adobe

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
