SUMMARY
 
 The Senior Subcontracts Manager has a broad business orientation and responsibility; must be highly experienced and have excellent interpersonal skills sufficient to function successfully in a highly visible position, and gain the respect and trust of business leaders. The Senior Subcontracts Manager provides leadership driving all subcontracts strategies and is responsible for planning, organizing and directing the subcontracts functions of the organization. This position will ensure that these functions are successfully accomplished through the establishment and enforcement of policies, procedures, methods and standards.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
 
- Manage subcontracts on a daily basis.
- Lead of a team of subcontracts professionals.
- Responsible for management of numerous subcontracts for for operations, IT, maintenance, and various services.
- Will include key participation in the Task Order proposal preparation, proposal pre-work and post award execution.
- Work with Program Management to establish the initial expectations to be required from the subcontractors.
- Evaluate/Negotiate/Manage assigned Subcontracts to perform to the program’s specifications, quality, budget, schedule and earned value requirements.
- Manage subcontractor timely delivery of services, SDRL’s (Subcontract Data Requirements List) or other deliverables required to fulfill the subcontract.
- Work within a team environment, yet maintain control of Subcontractors to eliminate unauthorized changes.
- Position will require Earned Value Management (EVM) monitoring and possibly Cost Account Management (CAM) responsibilities.
- Prepares and administers routine correspondence, negotiation memoranda, and subcontract documentation to ensure timely and coordinated submittal.
- Prepares, organizes and maintains contract records and files documenting subcontract performance and compliance.
- Present factual information, composes memoranda, minutes and reports, and drafts subcontract provisions and supporting documents.
- Works with internal or external business teams on issues and developments relative to assigned subcontracts.
- Engage with program teams and customers to ensure that the program is always executing to subcontract requirements (including cost, funding, schedule, and deliverables).
- Review and analyze subcontract actions for identification of discrepancies, risks, and concerns.
- Examine and compare subcontract documents against proposals for accuracy.
- Initiates internal documentation to authorize and direct work in accordance with standard operating procedures and  contractual specifications.
- Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications.
- Analyzes significant, and/or unique subcontract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
- Analyzes new law, regulation and contract trends for potential impact on business unit goals and objectives.
- Display an understanding of company policies and procedures and their application of contract structures.
- Assists in identification, development and implementation of new contract policy and processes.
- Have a general understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.
- Participate in proposal capture management, proposal coordination. Solicit bids to procure a variety of required goods and services and negotiates and administers subcontracts.
- Demonstrate a sound understanding of business agreements, i.e., teaming agreements, proprietary information agreements, etc., along with understanding of management, organization, planning and controls.
- Perform analyses for firm fixed-price, cost reimbursement and other subcontracts.
- Conduct procurement procedures and techniques.
- Perform commonly used subcontracting methods and subcontract types related to pre-award, post-award and/or price/cost analysis functions to perform well defined and precedent subcontract actions.
- Present factual information, composes memoranda, minutes and reports, and drafts subcontract provisions and supporting documents.
- Display an understanding of company policies and procedures and their application of subcontract structures.
- Recognize contractual issues in program performance, implement solutions, carry to completion, while exercising good judgment with minimal supervision.  
- Leads subcontract negotiations.
- Develops pricing models and cost strategies.
- Performs subcontract closeout activities.
- Position requires U.S. Security Clearance.
- Perform other duties as assigned.
 
 
Job Requirements:
EDUCATION
 
Required:
- Bachelor's degree in Finance, Business Administration, Public Administration or related discipline and/or prior related experience.
 
Preferred:
- Master's degree in Finance, Business Administration, Public Administration or related discipline and/or prior related experience.  
 
SKILLS AND EXPERIENCE 
 
Required:
- Minimum of eight (8) years progressive Subcontracts experience in the Government sector.
- Strong knowledge of FAR, DFARS, ITAR, etc.
- Proficiency in Microsoft Office (Excel, Word, Access and PowerPoint).
