We are seeking an experienced Sr. Manager, Contracts to lead and oversee a large, complex proposal within the Air Dominance product line within the Air and Space Defense Systems (ASDS) strategic business unit.  We are seeking a leader with business acumen, initiative, and a positive can-do attitude.  The role will be an integral part of a contracts team providing strategic solutions and dynamic recommendations to key team members regarding contractual issues and proposal strategies. The Air Dominance product line is a challenging, fast-paced environment, and this role must serve as a trusted business adviser to program leadership. 

The successful candidate will review request for proposals (RFPs), structuring balanced business deals, formalizing contractual documents, and frequent customer interface (virtual and in-person).  Additionally, this position will work closely with Raytheon leadership by advising contractual rights and obligations and means to mitigate contractual/program risks, compiling and analyze data, maintaining historical information, and providing recommendations for a balanced business deal.

This position is an onsite role to collaborate and support the program team in Tucson, AZ

What You Will Do

• Partner with the Program Managers and Directors to ensure financial targets are met by securing contract awards, negotiating contract payment terms, and working closely with the customer to ensure on-time payment.
• Manage multiple contracts as the primary interface with the customers’ Prime Contracting Officers (PCOs).
• Work closely with program teams within in a matrix environment of program management, engineering, finance, operations, supply chain, and quality functional leads.
• Act as a key team member of the capture team and establish negotiation strategy, targets, and minimums within approved authority.
• Ensure customer’s requirements are fully understood and flowed through to the capture team and to external suppliers in coordination with Supply Chain in accordance with company policies, legal requirements, and customer specifications.
• Conduct timely and effective negotiations and resolution of customer issues to maximize key financial metrics (i.e., bookings, sales, cash, profit, etc.)
• Work independently, yet recognize matters that require leadership review and buy-in
• Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge.
• Draft complex letters that communicate Raytheons business position effectively
• Travel to a Raytheon or customer facility as needed for program and/or customer meetings.
• Obtain special program access after starting.

Qualifications You Must Have

• Typically requires a University Degree and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years of experience
• Experience working Government or Defense contracts administration under the FAR, DFARS and/ or other related government regulations
• Experience with various contract types such as: CPAF, CPIF, CPFF, FFP, T&M, OTA
• Experience as a Contracts Lead or direct engagement with external customers
• Active and transferrable final U.S. government issued Secret security clearance is required prior to start date with the ability to obtain program access after start. US citizenship is required, as only U.S. citizens are eligible for a security clearance

• Mature judgment, proactive involvement in strategic issues and problem resolution skills
• Demonstrated experience in contract administration with an understanding of proposal cost structure, performance requirements, delivery schedules, and terms and conditions.
• Experience briefing and interacting with senior and executive leadership.
• Customer interface and negotiation experience.
• Excellent written and oral communication skills.
• Effective team member; conduct clear, concise, and frequent communication with stakeholders.

Clearance Information: This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
