Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.

Serves as Assistant Manager for the Office of Airports (ARP), Northwest Mountain Region (ANM-600), in the Safety & Standards Branch (ANM-620).

Duties

Provides principal technical advice and guidance to the Airports Division Director, Deputy Director, and four Airports District Offices (ADOs) in the administration of airport engineering/standards, airport certification, and other safety programs. Oversees and makes recommendations regarding assigned programs to the Division Director and Deputy Division Director. Leads, supervises and directs a diverse group of administrative and technical professionals that support the safety and standards programs for airports in the National Airspace System (NAS).

Providing advice and guidance regarding all regulatory actions performed by airport certification safety inspectors at more than 90 airports certified under title 14 Code of Federal Regulations (14 CFR), Part 139. Conducts periodic surveillance inspections at Part 139 certified airports to ensure compliance with 14 CFR, Part 139 program standards, such as personnel, paved and unpaved areas; safety areas; spanings, signs, and lighting; snow and ice control; aircraft rescue and fire-fighting; airport emergency planning, self­ inspection programs; pedestrian and ground vehicles; obstructions; wildlife hazard management; airport condition reporting; and, other unsafe conditions.

Manages the regional engineering/standards program, which includes airport design, pavement, construction standards, and Modifications of Standards (MOS). Provides technical guidance, expertise, and support to the ADOs and other airport safety stakeholders, to address engineering/standards issues.

Implements and oversees the regional airspace evaluation program for airports. This includes working with regional office employees, ADOs and other airport safety stakeholders such as airport operators, air carriers, FAA offices, airport vendors, and consultants regarding airport design standards relating to the protection of airspace on airports. Conducts technical reviews of all specifications and standards developed by Headquarters, coordinates regional implementation of those standards, and develops and maintains regional engineering standards.

Ensures compliance with the Agencys goals to reduce runway incursions; and provides outreach and education to the regional airport operators. Provides regional support for emerging technologies in areas such as Unmanned Aircraft Systems (UAS), Advanced Air Mobility (AAM) and Commercial Space Transportation.

Implements and oversees the regional Safety Management System (SMS) program. This includes working with regional office employees, ADOs, airport safety stakeholders, airport operators, air carriers, airport vendors, and consultants to implement the Office of Airports SMS program guidance or regulations (as applicable). Ensures subject matter experts are identified to serve on Safety Risk Management panels. Maintains regional guidance, including training and national coordination of the SMS process with other FAA offices in the agency-wide implementation of the SMS program.

Ensures compliance with Airport Improvement Program (AIP) grant assurances for all airports in the region. This includes working with ADOs, state, city, and county airport stakeholders, and the public on compliance complaints and issues to facilitate informal resolution.

Implements and oversees the Airports Geographic Information Systems (AGIS) Program. This includes working with regional office and ADO employees, airport safety stakeholders, airport operators, and consultants to implement AGIS guidance as issued by Headquarters. Maintains regional guidance, which includes training and national coordination of the AGIS projects with other FAA offices.

Manages and directs work projects/programs for employees within the organizational unit based on established policies, procedures, and guidelines. Resolves routine problems independently but consults with higher level management when existing guidelines are not available and assists in the development of new policies and procedures.

Qualifications

Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-I or FG/GS-13) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE may include, but is not limited to:

• Experience in leadership and providing direction to others and/or establishing common goals.
• Experience promoting teamwork.
• Experience in promoting airport safety.
• Experience in collaborative analysis of technical information for projects crossing multiple technical and operational disciplines or organizational lines of business.
• Experience applying technical guidance in airport layout and design.
